NAGPUR: We hear and speak about the wonders of the Internet all the time, about how it brings people together, fuses the physical distance between them. In one such example, the Internet proved to connect two different worlds - one where debt-ridden farmers living in hellish conditions were committing suicides and the another where farmers were considerably well off, and even owned costly mobile phones and cars.
Munish Dadhwal, a maths teacher, Pritpal Singh, a physics teacher and Jatinder Kumar, a civil engineering student, all from Ludhiana, Punjab visited the families of debt-ridden farmers who had committed suicides in the villages of Yavatmal district to take stock of the agrarian crisis there.
Their journey began when Dadhwal read about the plight of farmers in Vidarbha on some online portals. He spoke to his colleagues and friends and soon the trio reached Yavatmal.
"Once we started researching this topic we began to see the horror behind the whole issue. We came in contact with Kishore Tiwari and when he suggested that we see the sufferings of the farmers first hand, we made up our minds to coming here," said Pritpal Singh.
Their field of study doesn't come near subject of agrarian crisis. When this was pointed out to them they said that they were humans. And as humans they were moved by the troubles the farmers of Vidarbha faced and wanted to do something.
They say that trip was an eye opener. "There is a difference between listening and reading about these issues and actually seeing them. Coming from good families where we are served a host of food items, its disturbing to see these farmers struggling for three square meals a day," said Jatinder Kumar.
"The farmers over Punjab are considerably much better off. And we think the main reason is education," says Singh. The trio says that it's a vicious cycle here. "The farmers aren't educated, they don't know how to manage their resources and fall into debt which they fail to return and commit suicide. Their children have to leave school and work leaving them uneducated and the cycle continues," added Singh.
They now plan to spread awareness among people of Punjab about Vidarbha issue. "We have thought about some steps and once we get back to Ludhiana we will plan it. Firstly, we are going to organize ourselves into Friends of Vidarbha Society. Then we are looking into possibilities of networking between wealthy and experienced farmers of Punjab and needy farmers of Vidarbha. We are also looking into how we can provide for educational opportunities for farmers kids," said Dadhwal who thinks that issue is not being highlighted enough.
The group will be making a documentary of their visit to help the cause. Tiwari, who was working for this for a long time and who helped the group organize the visit, said that such visits are good. "More than anything else, such initiatives boost morale of people like us that someone out there is listening and cares," he said.

संपूर्ण देशात कापसाची आवक सुमारे २५ टक्के घटल्याचा दावा करून कापूस उत्पादक शेतकऱ्यांवरील संकटावर मात करण्यासाठी हमी भाव वाढवून देण्याची मागणी विदर्भ जनआंदोलन समितीने केली आहे. 
कापूस महामंडळाने (सीसीआय) जारी केलेल्या माहितीनुसार देशातील बाजारात १ ऑक्टोबर ते २५ डिसेंबपर्यंत फक्त ८८ लाख गाठीची आवक झाली. गेल्यावर्षी ११८ लाख गाठींची आवक झाली होती.
गुजरातमध्ये २९ लाख आणि महाराष्ट्रात १४ लाख गाठींची आवक झाली असून गेल्यावर्षीच्या तुलनेत त्यात अनुक्रमे ३० टक्के व ५० टक्के घट झाली आहे.
 संपूर्ण देशातील शेतक ऱ्यांवर संकट असल्याने हमीभाव वाढवणे हा एकमेव उपाय असल्याचा दावा समितीचे नेते किशोर तिवारी यांनी केला आहे.
सरकारच्या माहितीनुसार देशभरात १२० लाख हेक्टर क्षेत्रात कापसाची लागवड झाली. त्यातून ३७५ लाख गाठींचे उत्पादन अपेक्षित होते. मात्र नापिकीमुळे पहिल्या तिमाहीत २५ ते ३० टक्के घट झाली. सर्वच राज्यातील विविध पक्ष व संघटनांनी कापसाचे हमीभाव वाढवून देण्याची मागणी केली आहे. मात्र, हमीभाव वाढवल्यास गिरणी मालकांचे प्रचंड नुकसान होईल, असा युक्तिवाद कृषी मूल्य आयोगाने करून भाव वाढीचा प्रस्ताव प्रलंबित ठेवला.
कापसाची नापिकी राज्यातील कोरडवाहू क्षेत्रापुरती मर्यादित ठेवता येत आहे. प्रत्यक्षात संपूर्ण देशातच उत्पादन घटण्याचे संकेत आहेत. या पाश्र्वभूमीवर पंतप्रधानांनी तातडीने लक्ष देऊन तोडगा काढावा, असेही किशोर तिवारी यांनी म्हटले आहे.

After one of the largest cotton producing state Maharashtra officially  reported cotton crop failure in 4 million hector the claim of  Indian Agriculture Minister Sharad Pawar that other part of India cotton crop yield is much better than dry land region of Maharashtra is likely to be proving wrong as per recent official report  on India’s cotton arrivals from the new-season crop fell 25% from a year earlier between Oct. 1 and Dec. 25  as after maharashtra another largest cotton producer of  state Andhra Pradesh has also reported major cotton crop failure asking central intervention to compensate the farmer’s losses @ Rs.15,000/- per acre where as another highly irrigated cotton growing state Punjab has approached  central Govt. to increase cotton MSP to bailout cotton farmers same is the case with Gujarat where Arrivals decreased 22% to 2.9 million bales in Gujarat state, the country's largest cotton producer, and halved to 1.4 million bales in second-largest grower Maharashtra and Gujarat cotton farmers and Gujarat state unit of congress party has asked for higher procurement price of  cotton claiming to have significant drop in cotton production is this state too, Hence maharashtra cotton farmers   once again  asked centre to hike the minimum support price MSP  to be raised to about Rs.6,000 per 100 kg, from Rs.3,300, due to rising input costs and drop in yield ,Kishor Tiwari, president of Nagpur-based Vidarbha Janandolan Samiti, (VJAS), activist group working for cotton farmer rights informed in a Press release today.

‘As  Indian cotton supplies in the world's second-largest producer during pick period of arrival has reported declined to 8.8 million bales from 11.8 million bales a year earlier, according to the latest data from the state-run Cotton Corp. of India shows cotton growers are in deep trouble and vidarbha cotton growers issue can not be discussed isolation  hence Indian Govt. should  hike minimum support price  MSP on national level without any delay ’Tiwari asked centre .

“This year in India more than 122 million hector land is under cotton cultivation which record highest area in world comparing US and china  but recent trend of cotton arrivals is showing clear trend of lowest cotton production likely go under 30 millions bales as against  35 million bales  produced last year which is very serious issue  hence cotton farmers in India needs urgent bailout package to compensate the huge economic losses due to severe crop failure and step hike in input and cultivation cost .there is long pending demand of dry land farmers who are doing rain fed farming  should get income incentive so that they divert the crop pattern from cotton to food crop but  it is not being addressed’’ Tiwari added.

महाराष्ट्राचे मुख्यमंत्री पृथ्वीराजचव्हाण यांनी जशी प्रसिद्धीमाध्यमांमध्ये चर्चा होती त्याचप्रमाणे पॅकेजची मदत जाहीर करून ९०लाख हेक्टरमधील सुमोरे ७ लाखशेतकरयांची निराशा केली असूनमुख्यमंत्र्यांच्या अपुरया मदतीच्या घोषणेमुळे विदर्भ, मराठवाडा, उत्तरमहाराष्ट्र व खानदेशमध्ये नापिकीझालेल्या शेतकरयांना दिलासा तर मिळणार नाही, पण नैराश्य वाढून प्रचंड आत्महत्या होण्याची भीतीविदर्भ जनआंदोलन समितीचे नेतेकिशोर तिवारी यांनी व्यक्त केलीवारंवार निवेदने देऊनहीमुख्यमंत्र्यांनी शेतकरयांच्याशेतीमालाच्या मागणीला बगल देऊन मदत जाहीर करतानाही झालेल्या नुकसानाच्या जेमतेम ५ टक्के मदत जाहीर करून सरकारने शेतकरयांच्या जखमेवर मीठ चोळले आहे.
नोकरशाहीने पुन्हा एकदा शेतकरयांच्या तोंडाला पाने पुसली आहे. सरकारच्या पॅकेजमुळे व कापसाच्या हमीभावामध्ये वाढ करण्याच्या निर्णयाने व कापसाच्या किमती पडल्यामुळे झालेले नुकसान सरकारच्या मदतीपेक्षा १० पट असून सरकार शेतकरयांच्या जीवावर उठले असून शेतकरयांसाठी राजकीय पक्षांचे सर्वच आंदोलन सरकारने थोतांड सिद्ध केले आहे. कापूस उत्पादक शेतकरयांच्या प्रश्नावर सरकार अशाप्रकारे पळ काढू शकणार नाही. कापसाचा हमीभाव व नापिकीमुळे झालेली नुकसान भरपाई पश्चिम महाराष्ट्राच्या शेतकरयांप्रमाणेच द्यावी लागेल,असा गंभीर इशारा विदर्भ जनआंदोलन समितीने दिला आहे.
नागपूरच्या हिवाळी अधिवेशनात पॅकेजची घोषणा करताना महाराष्ट्राच्या मुख्यमंत्र्यांनी कोरडवाहू शेतकरयांच्या प्रमुख समस्यांना वाचा तर फोडली, मात्र तोडगा न काढता सालाबादप्रमाणे पॅकेजची घोषणा केली. त्याचवेळी भारताच्या कृषिमंत्र्यांनी महाराष्ट्राच्या कोरडवाहू शेतकरयांनी अतिपावसाने बिटी कापसाचे बियाणे लावण्यात चूक केल्याचे खापर फोडून शेतकरयांवर जबाबदारी झटकली, असा आरोप किशोर तिवारी यांनी   केला आहे .

नगर पालिका निवडणुकीपूर्वी कापसाला ४४००ते ४६०० रुपये भाव मिळत होता. तर, कापसाला सहाहजार रुपये भाव मिळावा, या मागणीसाठी शेतकरी आंदोलन करीत असताना सरकारने नगर पालिका निवडणुकीच्या आचारसंहितेचे कारण पुढे करून नंतर निर्णय घेण्याचे घोषित केले. मात्र १२ डिसेंबरपर्यंत भाववाढ तर मिळाली नाहीच, उलट कापसाचे भाव ३३०० ते ३६०० रु. पर्यंत खाली आल्याने नगदी पीक म्हणविणारे पांढरे सोने यावर्षी काळवंडले आहे. तसेच पिवळे सोनेही (सोयाबीन) गडगडल्याने शेतकरयाची जबर आर्थिक कोंडी होत आहे. विदर्भ व मराठवाड्यात कापूस उत्पादक शेतकरी मोठ्या प्रमाणात आहेत. यावर्षी कापसाची लागवड उशिरा झाली. लाल्या रोगाचा प्रादुर्भाव व परतीचा न झालेला पाऊस यामुळे उतारा अत्यल्पच झाला. त्यातच गेल्यावर्षी कापसाला मार्च व एप्रिलमध्ये सहा हजार सहाशे ते सात हजार दोनशे रुपये असा उच्चांकी भाव मिळाला. परत मे व जूनमध्ये कापसाचा भाव गडगडून तो तीन हजारांवर स्थिर झाला. यावर्षी हंगाम सुरू होताच सुरुवातीला व्यापारयांनी ४४०० ते ४६०० रुपये या भावाने कापूस खरेदी करण्यास सुरुवात केली. पण हा भाव कापूस उत्पादकांना परवडणारा नव्हता. गेल्यावर्षीचा मिळालेला भाव व यावर्षी पदरात पडणारा भाव ही आर्थिक दरी शेतकरयांना खपत नव्हती. उत्पादन खर्चावर ६००० रुपये भाव मिळणे अपेक्षित असतानाही भाव वाढून तर मिळालेच नाहीत, पण सरकारच्या चुकीच्या धोरणामुळे बाजारात कापसाचे भाव पडले.

दोन वर्षात कापूस बियाण्यांची बॅग दीडपटीने वाढली. खतांच्या किमती दुप्पट झाल्या. कीटकनाशके व इतर औषधांच्या किंमती तीन चार पटीने वाढल्या. मजुरीतही दुप्पट वाढ झाली आणि कापसाचे अल्प उत्पादन झाले. कापसावर लाल्या व इतर रोगांचा प्रादुर्भाव झाल्याने सरासरी उत्पन्न दीड- दोन कि्वटलच्या आत आहे. गेल्या वर्षीच्या भावाची झळाळी व यावर्षीचा मिळणारा भाव यात तफावत असल्याने शेतकरयांनी सध्या तरी कापूस साठवूनच ठेवला आहे. पश्चिम महाराष्ट्रातील ऊस उत्पादक खानदेशातील कांदा उत्पादक, मराठवाडा व विदर्भातील कापूस, सोयाबीन व धान उत्पादक शेतकरी भाववाढीसाठी आंदोलने करतात. त्या-त्या पिकासाठी आधारभूत किमती जाहीर कराव्यात यासाठी रास्ता रोको, मोर्चे, निवेदने आदी मार्ग अवलंबितात. शेतकरयांसाठी सरकारकडून कोणतीच योजना जाहीर न केल्यामुळे शेती किफायतशील तर नाहीच, पण न परवडणारी ठरत आहे. पीक उत्पादनात रासायनिक खतांचा अडसर, पाणीपट्टीत वाढ, बी-बियाणांचा काळाबाजार या सर्व प्रक्रियेत शेतकरी नागावला जात आहे. सध्या महाराष्ट्र सरकारकडे कापूस खरेदीसाठी कोणतीच यंत्रणा वा कार्यक्रम नाही. पण शेतकरयांसाठी जी पीकविमा योजना लागू करण्यात आली आहे तिचा पार बट्ट्याबोळ झाला आहे. शेतकरयांना कर्जपुरवठा करण्यासाठी बँकाच उदासीन असून, भावातील चढउतारावरही सरकारचे नियंत्रण नाही. कापूस निर्याती संदर्भात सरकार ठोस पावले उचलत नाही. या सर्व प्रकारांमुळे ऊस उत्पादक अडचणीत आलेला आहे. केवळ कापसाचाच प्रश्न नाही, तर सर्व शेती मालाच्या भावाचा प्रश्न शेतकरयांसाठी जिव्हाळ्याचा ठरला आहे. पिवळे सोने (सोयाबीन) दोन वर्षांपासून १८०० ते २००० या भावाने शेतकरी विकत आहेत. विदर्भातला व मराठवाड्यातला शेतकरी सोयाबीनचे पीक मोठ्या प्रमाणावर घेतो. कापूस आणि सोयाबीनला निच्चांकी भाव आल्यामुळे शेतकरी मोठ्या आर्थिक संकटात सापडला आहे. बाजारात गव्हाणे भाव एक हजार ते एक हजार आठशेच्या आत, तूर तीन हजार रुपयावर, उडिद आणि मूग चार हजाराच्या आसपास, धान दोन हजार रुपयांच्यावर, हायब्रिड ज्वारी सातशे ते आठशे रुपये यामुळे कोणत्याही शेतीमालास बाजारपेठेत भाव नाही. त्यामुळे शेतकरी आर्थिक कोंडीत सापडले आहेत. या शेतकरयांना अस्मानी व सुलतानी संकटातून बाहेर पडण्यासाठी कोणाची मदत घ्यावी लागणार हे मात्र येणारा काळच ठरवेल.

कापूस, सोयाबीन आणि धान उत्पादकांची घोर निराशा करणारे शेतकरी पॅकेज आज मुख्यमंत्री पृथ्वीराज चव्हाण यांनी विधिमंडळाच्या दोन्ही सभागृहात घोषित केले.

या पॅकेजनुसार कापसाला दर हेक्टरी चार हजार रु. आणि धान व सोयाबीनचे जेथे २५ टक्क्यांपेक्षा अधिक नुकसान झाले आहे, अशाच शेतकर्‍यांना हेक्टरी दोन हजार रुपयांची आणि तिन्ही पिकांसाठी फक्त दोन हेक्टरपर्यंतच मदत मिळणार आहे. यात सर्वात अन्यायकारक बाब म्हणजे, एखाद्या शेतकर्‍याने तिन्ही पिके घेतली असतील तर त्यापैकी फक्त एकच पीक हे मदतीसाठी पात्र राहणार आहे. तिन्ही पिकांना मदत मिळणार नाही, असे मुख्यमंत्र्यांनी जाहीर केले. किमान मदत ही दर हेक्टरी पाचशे रु. दोन हेक्टरपर्यंत राहणार आहे. मदतीची रक्कम शेतकर्‍याच्या खात्यात जमा होणार आहे.

मुख्यमंत्र्यांनी ही घोषणा करताच विरोधक आणि सत्ताधारी पक्षाच्या आमदारांनीही एकच गदारोळ केला. या गदारोळामुळे कामकाज तीनदा तहकूब करावे लागले आणि मुख्यमंत्री आपल्या निर्णयावर अडून बसल्याचे पाहून विरोधकांनी सभात्याग केला. काही कॉंग्रेस सदस्यांनीही सभात्याग करून आपला असंतोष प्रकट केला.

तत्पूर्वी, धान आणि सोयाबीनसाठी लावलेली अट काढून टाका अशी एकमुखी मागणी दोन्ही बाजूच्या सदस्यांनी लावून धरली. विरोधी पक्षनेते एकनाथ खडसे म्हणाले, हे पॅकेज अन्याय करणारे आहे. सर्व पिकांसाठी एकसारखे निकष लावले पाहिजे आणि दोन हेक्टरची मर्यादा चार हेक्टरपर्यंत वाढविली पाहिजे. हे पॅकेज म्हणजे, राजा उदार झाला आणि हाती भोपळा दिला, असे होऊ नये. किमान दहा हजार रुपये हेक्टरी मदत आपण दिली पाहिजे आणि धान व सोयाबीनची जाचक अट काढून टाकली पाहिजे. सत्ताधारी पक्षही या पॅकेजवर समाधानी नाही, याकडे खडसे यांनी मुख्यमंत्र्यांचे लक्ष वेधले. सुधीर मुनगंटीवार म्हणाले, आज विदर्भ, मराठवाडा आणि खान्देशातील शेतकर्‍यांचे लक्ष या पॅकेजकडे लागले आहे. केवळ मदत करायची म्हणून काही देऊ नका. धान आणि सोयाबीनची अट काढून टाका. नाना पटोले म्हणाले, आज धान आणि सोयाबीनचे पीक उभे नाही. म्हणून २५ टक्क्यांची अट काढून टाका. शेतकर्‍यांना पॅकेज नको आहे, त्याला घामाचे दाम हवे आहेत. सर्वाधिक आत्महत्या या विदर्भात झाल्या आहेत. पॅकेज देऊन केवळ मलमपट्टी म्हणून शेतकर्‍यांच्या जखमांवर आणखी मीठ चोळू नका. तोंडाला पाने पुसू नका. कॉंग्रेसचे विजय वडेट्टीवार यांनी पॅकेजचे वर्णन ‘खोदा पहाड निकला चूहा’ अशा वाक्यात केले. यातून धान आणि सोयाबीन उत्पादकांना एक रुपया सुद्धा शेतकर्‍याच्या पदरात पडणार नाही. धानाची अट वगळा. कॉंग्रेसचे गोपालदास अग्रवाल यांनी, हे पॅकेज धान आणि सोयाबीन उत्पादकांचा अपेक्षाभंग करणारे असून २५ टक्क्यांची अट काढून टाकावी आणि मदतीत वाढ करावी अशी मागणी केली. कॉंग्रेसचेच नीलेश पारवेकर यांनीही ही अट काढून टाकावी अशी मागणी केली. सुभाष झनक यांनी सोयाबीनची अट काढून टाकण्याची मागणी केली. अशीच मागणी आशिष जैस्वाल, डॉ. अनिल बोंडे, संजय राठोड,

वीरेंद्र जगताप, सुभाष धोटे, खुशाल बोपचे, धैर्यशील पाटील अशा अनेक सदस्यांनी केली आणि भेदभाव न करता एकसारखी मदत द्यावी, अशी मागणी केली.

मुख्यमंत्री म्हणाले, तिन्ही पिकांना वेगवेगळी मदत देणे शक्य आहे का, याबाबत सकारात्मक निर्णय घेण्यात येईल. २५ टक्क्यांची जी अट घातली आहे, ती आकडेवारी प्राप्त झाल्यानंतर काढावी अथवा नाही, तेव्हा निर्णय होईल. दोन हेक्टरपेक्षा अधिक मदत देता येणार नाही, हे त्यांनी स्पष्ट केले. सर्वात ऐतिहासिक असे हे पॅकेज असल्याचे त्यांनी सांगितले. हे ऐकताच दोन्ही बाजूंचे सदस्य उभे झाले आणि अट काढून टाका अशा घोषणा देऊ लागले. विरोधकांनी सभात्याग करीत बाहेर जाताना आघाडी सरकारचा निषेध असो, शेतकरीविरोधी सरकारचा निषेध असो, अशा घोषणा दिल्या.

या पॅकेजमुळे ज्या उत्पादकांनी आपला धान आणि सोयाबीन किंवा कापूस खाजगी व्यापार्‍यांना विकला, त्यांनाही ही मदत मिळणार का, याबाबत शेवटपर्यंत अनिश्‍चितता कायमच होती.

The announcement of Maharashtra Chief Minister Prathiviraj Chavan that Govt. will bailout package to Maharashtra dry land farmers to tune of Rs.2000 crore that will cover crop failure of Bt.cotton in 40 lakhs hector in the year 2011-12 which is second in last five years when in year 2005-2006 Maharashtra Govt. compensated dry land cotton farmers of state after Bt.cotton failed to the tune of Rs.220 crore as it was grown  in 4 lakhs hector only when Bt. cotton was approved for commercial cultivation in nine states by Genetic Engineering Appraisal Committee (GEAC) but as Per Union Agriculture Minister Sharad Pawar own admission that average  yield of Bt.cotton in dry land area of Maharashtra is only  125 kg of Genetic Engineering Appraisal Committee (GEAC) cotton lint when average cultivation is cost is Rs.40,000/- per hector hence now it’s official that  dry land cotton farmers who opted Bt.cotton in 40 lakhs hector is likely to loose Rs.10,000 crore as per initial estimate of crop failre reported by mahrashtra administration , Kishor Tiwari of Vidarbha Jan Andolan Samiti, a farmers’ advocacy group who are documenting Bt.cotton crop failure and farmers suicides in vidarbha since 2005 informed in a press release today.
‘The admission of   Union Agriculture Minister Sharad Pawar  that Bt.cotton yoeld minimum in Maharashtra and compensation package of Rs.2000 crore promptly announced by Maharashtra Chief Minister Prathiviraj Chavan for Bt.cotton crop failure has once again substantiated our long pending demand that highly rain sensitive and climate sensitive Gm cotton crop has been getting failed since 2005 and should banned  even after very toll claim of GM seed American giant Monsanto and it’s completely complete economic collapse of Maharashtra and has extended farm suicide spiral from west vidarbha to all dry land region Maharashtra due to Bt. Cotton crop cultivation’ Tiwari added.

“The above admission of Union Agriculture Minister and relief packages given by Maharashtra Chief Minister has made all  Studies conducted by CICR as rabbish and nonsense that showed there was enormous farmer support for Bt. cotton as is evident from the fact that more than 90% of the area in all the cotton growing states in India is now under Bt. cotton. Maximum gains in yield increase have been obtained Andhra Pradesh, Maharashtra and Tamil Nadu. More ground reality contradicts the claim of CICR that Cultivation of genetically modified (GM) variety Bt cotton has helped in reducing use of pesticides and insecticides  as pr Monsanto BT cotton bollguard I and II  has developed  resistance to insects `American and spotted bollworms` including other types of sucking pests were still needed to be controlled through the use of pesticides.as per report of west vidarbha Bt.cotton cultivation has increased toxicity  to birds, fish, cow, goat and soil micro-organisms moreover farmers have complained that cottonseed cakes available in the market are harming their cattle as their animals are suffering from diseases, specially lack of appetite, and decline in milk production, premature deliveries and sudden deaths due to unknown cause. there are high rise in health cost in these area where Bt.cotton is cultivated since 2005 and hence there should corrective action  to protect environmental degradation and toxicity of Gm seed and crop in this to ban it’s cultivation ”Tiwari urged.
After globalization India having singed agreement with WTO  India lifted quantitative restriction on import in 2004  allowing cheaper subsidies cotton in flow that brought down price where as permission to GM cotton seed popularly known as Bt.cotton has triggers massive wave of farmers suicides and vidarbha epicenter of that crisis as this highly controversial killer seed has increased cost of cultivation three times  where as production has been dropped down and this is proven fact that in Maharashtra area under cultivation has increased from 4 lakh hector 44 lakhs hector and in India from 8 lakh hector to 120 lakhs hectors the official record shows that Indian cotton production has not been increased where at present more than 10 million cotton farmers in India are in deep distress and huge debt due to crop failure in last three years.
The killer seed company Monsanto has been able to create it’s monopoly in Bt.cotton seed  having illuminate local hybrid seed  in last five years has created havoc as it’s officials admission that Bt.cotton seed BollGaurd I and II failed to protect plant from certain pest due to resistance now they are introducing BollGaurd III .Infact cotton farmers who are cultivating Bt.cotton in 122 lakhs hctor massive land in India are dry land farmers and they are rain fed farmers where as less than 2% has got  assured irrigation facility hence they working are bounded labor of this American seed company Monsanto which has   increased it’s turn over in India to 100 times within time of 6 years off course this has happened with help of massive involvement of ICAR ,Babus and ministers concerned hence thse farmers suicides are not suicides they genocide done by the Monsanto.
Vidarbha is one of the better examples of this on going genocide as in Maharashtra killer seed Bt.cotton seed was introduced for commercial cultivation which was failed in 2005-06 and Maharashtra Govt. Compensated  for Bt.cotton seed failure  but failed to stop spiral farm suicides. There is admission over admission that west vidarbha cotton farmer is dry land farmer and rain sensitive Bt.cotton should be banned but nothing ha sbeen done so far as all involved in this genocide are enjoying the profits. In the last five years many such packages - loan waivers, compensation for damaged crops, subsidies for farm ponds - have come the farmers' way in Vidarbha. All these measures have not made an iota of a difference in the life of the region's farmers. The only thing certain in Vidarbha's farms is the harvest of suicides.

Time has come for the state as well as the Union government to come out with a permanent solution for dryland farmers whose life hinges on vagaries of nature. Over 5 million families in the state solely depend on cotton as a cash crop.
The area under cotton cultivation now exceeds 44 lakh hectares, nearly 54% of total cotton growing area of the country. New areas in Marathwada and even western Maharashtra are taking to cotton only to find that in dryland areas yields are too low to break even. Recurring losses mean piling up of debt burden forcing farmers to commit suicide.

Vidarbha cotton farmers who are deep grip of   Agrarian Crisis since 2005 and mounting distress and despair is inviting cotton farmers to kill themselves today welcome the  government proposal to form  a Parliamentary panel to visit states afflicted with farmers' suicides and give correct assessment of the situation. It was announced by Agriculture Minister Sharad Pawar in  a debate in Rajya Sabha on agrarian crisis, having said there is a vast difference between the numbers of farmers who have committed suicide given by the National Crime Records Bureau (NCRB) and the states.
The NCRB pegged the figure at 15,900, while according to state governments it is 800 for the year 2010. "There is such a vast difference. My appeal to the Chair and to the House is that let us appoint a House Committee of both the Houses. Let us visit states," Sharad Pawar said.

‘We welcome decision as always this matter of dispute with administration with farmer suicide number ,even farmer suicide in only indicator of severity of agrarian crisis in the region  ,the nation should get true picture of rural economy in which farmers are forced to kill themselves ,it is matter of shame as National Crime Records Bureau (NCRB) record since 1997 more than 2,56,000 farmers suicides reported at vidarbha is epicenter of this mass genocide as we have been accusing the state policies are killing the farmers not the nature ’ said Kishor Tiwari of Vidarbha Jan Andolan Samiti, a farmers’ advocacy group who are documenting farmers suicides in vidarbha since 1997  .

‘for the first time  Agriculture Minister Sharad Pawar has admitted that Bt.cotton yield in vidrabh is less 1.2.quintal per hector which is par below the national average  Agriculture Minister Sharad Pawar  proposal that the MPs can visit some of the affected villages and families will  give recommendations that will be useful to improve the agriculture sector of the nation. It will be a great opportunity for activist farmers to show true picture before service to the country’ Tiwari added.



‘As various measures taken and packages by the Centre and the States for the welfare of the farming community are only increasing farmers suicides in India and majority of them are dry land farmers who are cultivating high risk cash crop like cotton hence income base relief to dry land is must in order to stop on going farmers genocide hence we welcome the proposed JPC to look the root cause of the farmers crisis’ Tiwari said.

शासनाने शेतकर्‍यांच्या मालाला योग्य भाव न दिल्यास . . .तर नक्षलवाद्यांना मदत करू !

यवतमाळ : महिन्याभरापासून हमीभावासाठी शेतकरी रस्त्यावर उतरला आहे. मात्र शासनाने विदर्भातील शेतकर्‍यांप्रती कोणतीही ठोस भूमिका घेतलेली नाही. केवळ पॅकेजच्या नावाखाली शेतकर्‍यांना तोकडी मदत जाहीर केली आहे. कृषी मुल्य आयोगाने शेतकर्‍यांची चेष्टा केली आहे. शासनाने शेतकर्‍यांच्या मालाला योग्य भाव न दिल्यास तसेच हेक्टरी मदत जाहीर न केल्यास यापुढे नक्षलवाद्यांना मदत करू, असा निर्वाणीचा इशारा बेलोरा येथील शेतकरी कृती समितीच्या बैठकीत ५ गावातील शेतकर्‍यांनी शासनाला दिला आहे.
आर्णी तालुक्यातील बेलोरा येथे ब्राम्हणवाडा, साकुर, मंगरुळ, बोरी गोसावी व बेलोरा या पाच गावातील शेतकर्यांनी एकत्र येऊन कृती समितीची स्थापना केली. आज या कृती समितीची सभा घेण्यात आली. गेल्या महिन्याभरापासून विदर्भातील शेतकर्‍यांचे कापूस प्रश्नावर 'रण' माजले आहे.
नागपूर येथे हिवाळी अधिवेशन सुरूआहे. मात्र या अधिवेशनात शासनाने शेतकर्‍यांप्रती कोणतीही भूमिका घेतली नाही केवळ २ हजार कोटींचे पॅकेज जाहीर करून शेतकर्‍याची दिशाभूल आहे, असा आरोपही काही शेतकर्‍यांनी आजच्या सभेत केला. कृषी मुल्य आयोगानेही जाहीर केलेल्या हमीभावाबाबत फेरविचार करूनच निर्णय घ्यावा, शासनाने शेतकर्‍यांना नुकसान झालेल्यांना मोबदला द्यावा, अश्या अनेक मागण्या आजच्या सभेत ठेवल्या. शासनाने या मागण्या मान्य न केल्यास तसेच हमीभाव जाहीर न केल्यास शासनाने जी मदत जाहीर केली आहे ती मदत घेवूनच य पुढे नक्षलवादी संघटनांना मदत करू, असा इशारा शेतकरी कृती समितीने दिला आहे. शासन केवळ मदत दिल्याचे जाहीर करते, पण ही मदज तोकडी असून त्यांचा शेतकर्‍यांना फायदा होत नाही. त्यामुळे यापुढे कृषी मूल्य आयोगाने हमीभावाचा फेरविचार न केल्यास व शासनानेही शेतकर्‍यांप्रती उदारता न दाखविल्यास यापुढे नक्षली संघटनांना मदत करू, असा निर्वाणीचा इशारा ब्राम्हणवाडा, साकुर, मंगरुळ, बेलोरा, बोरी गोसावी येथील शेतकर्‍यांनी शासनाला दिला आहे. या सभेला पाचही गावातील शेतकरी मोठय़ा संख्येने उपस्थित होते.

महाराष्ट्र सरकारने सुमारे ९० लाख हेक्टरमधील सुमारे १ कोटी शेतकरयांना मदत देण्यासाठी २ हजार कोटींचे पॅकेज एक धूळफेक असून ही पॅकेजची रक्कम २ आर्थिक वर्षात देणार असून यामध्ये पश्चिम विदर्भाच्या शेतकरयांचे भले होणार नाही हे आता स्पष्ट झाले आहे.कापसाचा हमीभाव ६ हजार रुपये व्हावा, सर्व शेतकरयांना नवीन पीककर्ज मिळावे, नापिकी झालेल्या शेतकरयांना हेक्टरी १० हजार रुपये कमीतकमी ५ हेक्टरपर्यंत मिळावे, या शेतकरयांच्या प्रमुख मागण्या असून या मागण्यांसाठी येत्या २५ डिसेंबरपासून ‘गाव तेथे उपोषण' आंदोलन करण्याचा निर्धार विदर्भ जनआंदोलन समितीने केला आहे.
सुमारे ९० लाख हेक्टरमध्ये यावर्षी नापिकी झाली असल्याची कबुली सरकारने दिली आहे. यामध्ये सर्व शेतकरी कोरडवाहू आहेत. कापूस, सोयाबीन व धानाचे पीक जेमतेम २० ते ३० टक्के आले आहे. त्यातच लागलेला खर्च व मिळत असलेला भाव यामुळे शेतकरी कमीतकमी २० हजार कोटींच्या आर्थिक नुकसानाला तोंड देत आहे.

अशावेळी
सरकार पश्चिम महाराष्ट्राच्या ऊस उत्पादक शेतकरयांना हेक्टरी २५ ते ३० हजार रुपये मदत देते, त्याचप्रमाणे या शेतकरयांनाही भरघोस मदत देईल आणि काँग्रेस व राष्ट्रवादी काँग्रेसचे मंत्री व आमदार वारंवार विनंती करत असल्याने सरकार यावेळेस विदर्भाला न्याय देईल, असे वाटत होते.मात्र, प्रत्यक्षात या पॅकेजमधये पश्चिम विदर्भातील कापूस उत्पादक पाच जिल्हे प्रचंड प्रमाणात वंचित राहतील, अशी दाट शक्यता आहे. कारण अमरावती महसूल विभागाने या विभागात नापिकीचा अहवालच दिलेला नाही. एकूण क्षेत्र ९० लाख हेक्टर असताना सरकार ही मदत शेतकरयांना कशी देईल, यावर प्रश्नचिन्ह असून प्रत्येक वर्षासारखे हे पॅकेजसुद्धा एक धूळफेक ठरणार असल्याची टीका किशोर तिवारी यांनी केली आहे.

सरकारने कापसाचा, सोयाबीनचा व धानाचा हमीभाव वाढीचा प्रश्न तात्काळ निकालात लावावा व पॅकेजची मदत कमीतकमी १० हजार रुपये प्रती हेक्टरपर्यंत आणावी, अशी किमान मागणी नैराश्यग्रस्त शेतकरयांची आहे. शेतकरयांच्या आत्महत्या रोखण्यासाठी दिलेल्या पॅकेजवर फेरविचार व्हावा, अशी मागणी विदर्भ जनआंदोलन समितीने केली आहे. कोरडवाहू शेतकरयांना अती पावसाचे नगदी पीक घेण्यासाठी सरकारने बाध्य केल्यामुळे नुकसानभरपाईसाठी सरकार जबाबदार आहे व या जबाबदारीमधून आर्थिक दिवाळखोरीच्या नावावर सरकार पळ काढू शकत नाही. सरकारने कोरडवाहू शेतकरयांना नगदी अनुदान देण्याची व त्यांना जिवंत ठेवण्यासाठी आरोग्यसेवा, शिक्षण सवलती, अन्न सुरक्षा व ग्रामीण रोजगार यासारख्या प्रश्नावर कायमस्वरूपी तोडगा काढावा आणि शेतकरयांच्या आत्महत्या थांबवाव्या, अशी विनंती किशोर तिवारी यांनी केली आहे.महाराष्ट्र सरकारचे पॅकेज शेतकरयांना अमान्य कापसाच्या हमीभाव वाढीसाठी तीव्र आंदोलन करणार

Maharashtra DF Govt. to today most waited announcement of giving Rs.2000 crore relief package for 40 lakhs hector crop loss compensation is another eyewash as earlier  vidarbha farmer packages of year 2005 and 2006 has dashed hopes of more than 5 million farmers  who are facing severe economical crisis due to massive crop failure who are demanding the bailout package and hike in MSP of cotton ,soybean and paddy  as this will trigger another spiral of farmer suicides having failed to address the basic issue of price and future sustainability of dying agrarian community ,Kishor Tiwari, president of Nagpur-based Vidarbha Jan Andolan Samiti, (VJAS), activist group working for cotton farmer rights in a Press release today.

‘It was most expected that after CM indicated earlier that bankrupt financial condition of Maharashtra can’t even give Rs.1000/- per hector to 5 millions farmers against the demand of Rs.10,000/- and  the cotton farmers of western vidarbha will get nothing as administration has shown minimum crop failure in this region and now out 70 lakh hector area under cultivation of cotton, soya and paddy whop will get what that god know?. Farmers and all parties including congress NCP that MRP hike in cotton ,soya and paddy and cash compensation in line with sugarcane growers of western Maharashtra but once again Govt. has mad mockery of agrarian crisis and announced such penny relief  which is nothing but hoax’Tiwari   added.



‘we are demanding long term solution to agrarian crisis not any package which are mostly contractor driven and designed to rehabilitation of the ill managed politician runs cooperative banks. our farmers are working for handful MNCs who are manufacturing Gm seed, fertilizer and pesticides and revival of own agriculture is must which is not being done ’ Tiwari said.

The vidarbha agrarian is result of wrong policies promoted by state and situation of cotton growers in west Vidarbha has worsened when ban of cotton export imposed last year and massive crop failure this year .

"There is a need for state government's intervention in this regard. The government should provide at least Rs 6,000 per quintal. The chief minister Prithviraj Chavan had promised that he would talk with the union government for better support price for the raw cotton. However, nothing has been done in this regard," Tiwari alleged.

Tiwari continued, "The government did not concede our demand of providing food security to desperate, distressed and marginal farmers even. The government needs to behave sensibly and responsibly to address farmers' woes and prevent the prevailing spate of suicide in the killing fields of Vidarbha." If the cotton growers do not get better price this season, the situation will assume drastic proportions, he cautioned.

VJAS has urged Govt. of India to send team of expert to assess the Bt. Cotton crop damage in Maharashtra and west vidarbha in particular where cotton farmers are killing themselves .VJAS has been demanding hike in cotton MSP Rs.6000/- per quintal and relief package to dying cotton farmers of region, Tiwari added.

यवतमाळ : विदर्भात पार पडलेल्या नगर पालिका निवडणुकीत आघाडी सरकारच्या प्रमुख पक्षांना मिळालेले यश त्यामध्ये राष्ट्रवादी काँग्रेसला मिळालेला विजय यामुळे विदर्भातील कापूस उत्पादक शेतकर्‍यांचे पॅकेज धोक्यात आल्याचे मत विदर्भ जन आंदोलन समितीचे नेते किशोर तिवारी यांनी व्यक्त केले आहे.
निकाल जाहीर झाल्याबरोबरच मुख्यमंत्र्यांनी महाराष्ट्राच्या ५0 लाख हेक्टरमधील नापिकीग्रस्त शेतकर्‍यांना मदतीसाठी तयार करण्यात आलेल्या पॅकेजवर चर्चा केली. केंद्रसरकारकडून मिळणार्‍या मदतीबाबतही खुलासा केला. जनतेमध्ये कोणताच असंतोष नसल्यामुळे सरकारने थातूरमाथूर मदत जाहीर करण्याचा प्रस्ताव मुख्यमंत्र्यांना दिला. त्यानंतर मुख्यमंत्र्यांनी सत्तारुढ पक्षाच्या विशेष करून विदर्भातील कापसाचा हमीभाव वाढविण्याची मागणी करणार्‍या व हेक्टरी १0 हजार रुपये मदत मागणार्‍या माणिकराव ठाकरेंसारख्या सर्व आमदारांना बोलावून सरकार दिवाळखोरीच्या उंबरठय़ावर असून आपण हेक्टरी जास्तीत जास्त १
हजार रुपये मदत देऊ शकतो, तीही मदत २ हेक्टराची र्मयादा ठेवूनच देण्याचा संकल्प मांडल्यामुळे विदर्भातील कापसाचा हमीभाव ६ हजार रुपये करण्याची मागणी करणारे सर्व मंत्री व आमदार विचलित झाले आहेत. मात्र पश्‍चिम महाराष्ट्राचे मंत्री व आमदारांनी मात्र विदर्भातील शेतकर्‍यांना मदतीपासून वंचित ठेवण्याचा कट रचला असून विदर्भाच्या शेतकर्‍यांनी या कटाविरुद्ध रस्त्यावर येऊन बंड पुकारावे, अशी मागणी विदर्भ जनआंदोलन समितीचे नेते किशोर तिवारी यांनी केली आहे.

'विदर्भाच्या कृषी संकटावर कायम तोडगा काढा'

विदर्भाचे कृषी संकट संपूर्ण महाराष्ट्रात पसरले असून नगदी पीक घेणार्‍या शेतकर्‍यांना हे वर्ष प्रचंड आर्थिक नुकसानीचे सिद्ध झाले आहे. संपूर्ण महाराष्ट्रातील ४0 लाख हेक्टरमधील कापूस लाल्या रोग आल्यानंतर संपूर्ण नष्ट झाला. तर २0 लाख हेक्टरमधील सोयाबीननेही या वर्षी दगा दिला आहे. विदर्भासोबत आता मराठवाडा, खानदेश, उत्तर महाराष्ट्रामध्ये नैराश्यग्रस्त शेतकरी प्रचंड आर्थिक अडचणीत येऊन सरकारच्या नाकर्तेपणामुळे आत्महत्या करीत असल्याचे वृत्त समोर येत आहे. महाराष्ट्राच्या कृषी संकटावर मुख्यमंत्री पृथ्वीराज चव्हाण यांनी सरकारी नोकरशाहीचे व कंत्राटदाराचे पोट भरणार्‍या पॅकेजची घोषणा न करता कृषी संकट सोडविण्यासाठी कायमस्वरूपी तोडगा काढावा अशी मागणी विदर्भ जनआंदोलन समितीचे नेते किशोर तिवारी यांनी केली आहे. आज महाराष्ट्रात सुमारे ६0 लाख कापूस सोयाबीन व धान उत्पादक शेतकरी नापिकी व बाजाराच्या मंदीमुळे आर्थिक अडचणीत सापडले आहे. या सर्व शेतकर्‍यांना नवीन पीक कर्ज उपलब्ध व्हावे म्हणून थकित पीक कर्जाबाबत तोडगा काढणे हा प्रमुख
मुद्दा सरकारने समोर ठेवावा. त्याचबरोबर या सर्व ६0 लाख शेतकर्‍यांना रोजगार मिळावा, यासाठी त्यांच्या शेतात रोजगार हमी योजनेची कामे तत्काळ सुरू करावी. या सर्व शेतकर्‍यांना अंत्योदय योजना सुरू करावी.

The vidarbha agrarian is result of wrong policies promoted by state and situation of cotton growers in west Vidarbha has worsened when ban of cotton export imposed last year and massive crop failure this year .

"There is a need for state government's intervention in this regard. The government should provide at least Rs 6,000 per quintal. The chief minister Prithviraj Chavan had promised that he would talk with the union government for better support price for the raw cotton. However, nothing has been done in this regard," Tiwari alleged.

Tiwari continued, "The government did not concede our demand of providing food security to desperate, distressed and marginal farmers even. The government needs to behave sensibly and responsibly to address farmers' woes and prevent the prevailing spate of suicide in the killing fields of Vidarbha." If the cotton growers do not get better price this season, the situation will assume drastic proportions, he cautioned.

VJAS has urged Govt. of India to send team of expert to assess the Bt. Cotton crop damage in Maharashtra and west vidarbha in particular where cotton farmers are killing themselves .VJAS has been demanding hike in cotton MSP Rs.6000/- per quintal and relief package to dying cotton farmers of region, Tiwari added.

Packaged politics once again on farm issues

NAGPUR: It's the golden jubilee of the winter session of the state legislature this year. And far from any celebratory mood, it's the grave agricultural crisis facing the state that would overshadow the proceedings of the ten-day session.

The entire opposition is geared up to get a better deal for cotton, soyabean and paddy - the three main crops of Vidarbha - which have once again let down farmers of the region. But then we can expect the rhetoric of the opposition to be matched by dramatics of the government. More so as chief minister Prithviraj Chavan has indicated that relief package would be announced during the forthcoming session.

So, another package is on the cards. At the end of the day, or rather session, it would boil down to politics of the package. While the opposition may reject the package as meagre, the government would hope that what it is doling out would be enough to limit the political damage in the zilla parishad and gram panchayat elections that are to follow after the December 11 municipal council polls in the state.

However, the moot question is what purpose these annual packages serve. In the last five years many such packages - loan waivers, compensation for damaged crops, subsidies for farm ponds - have come the farmers' way in Vidarbha. All these measures have not made an iota of a difference in the life of the region's farmers. The only thing certain in Vidarbha's farms is the harvest of suicides.

Time has come for the state as well as the Union government to come out with a permanent solution for dryland farmers whose life hinges on vagaries of nature. Over 5 million families in the state solely depend on cotton as a cash crop.

The area under cotton cultivation now exceeds 40 lakh hectares, nearly 44% of total cotton growing area of the country. New areas in Marathwada and even western Maharashtra are taking to cotton only to find that in dryland areas yields are too low to break even. Recurring losses mean piling up of debt burden forcing farmers to commit suicide.

Unless some special fund is set up to subsidize dryland farmers, the crisis may only worsen. For instance, leave alone MSP and the price of around Rs4,000 a quintal even in the open market, the cotton grower would be able to recover only half the money he invested this year. The government has to intervene and help farmer tide over this crisis. But short term measures would not do.

Labour rates, fertilizers, insecticides and seeds all have become costly. On the other hand, the open market price of cotton which was around Rs6,000 last year, has fallen below Rs4,000 a quintal this year. The condition of soya farmer is even worse. Rains at the wrong time have brought yield to less than half the normal. Paddy growing has also become economically unviable.

At the root of this crisis is the poor irrigation facility that substantially reduced the yield. In Maharashtra, the surface irrigation through dams caters to only 2-3% of land while other means like farm wells and ponds cover 10-12% of the land under cultivation. The rest depends on monsoon. The CACP at the Centre fixes MSP on average input costs of all states, placing Vidarbha in the same place as high-yielding Punjab (with 99% irrigation) and Gujarat (45% irrigation). There is no consideration for dryland situation. This is seen as an injustice by farmers of regions like Vidarbha. Cotton is grown in 40 lakh hectares and gets less political attention. Sugarcane grown in barely 7 lakh hectares in influential western Maharashtra gets all the goodies. This disparity should end if Vidarbha farmer is to survive.

RAISING THE BAR

Scientific guidance

Nagpur has a number of institutes in agriculture - in cotton, citrus, soil - yet the farmers' actual benefit is very little from their research due to the absence of a proper extension system. They need proper scientific guidance on types of crops to be grown in region with cultivation practices.

Shift in crop pattern


There is a strong need for shift in crop pattern based on soil conditions and water availability. National Bureau of Soil Survey and Land Use Planning (NBBS&LUP) has prepared maps for different agro-climatic zones for sustainable agriculture, but the agriculture department and other implementing agencies have never taken them to farmers.

Region-specific MSP


According to the Central Institute for Cotton Research (CICR), the cost of production of cotton in Vidarbha and Maharashtra ranges from Rs26,000-34,000 per ha for rain-fed conditions and Rs45,000-50,000 per ha for irrigated conditions. The Commission for Agricultural Costs and Prices which fixes the blanket minimum support price (MSP) nationally for different crops does not take into account the productivity levels which are very low in Vidarbha. MSP should therefore be region-specific.

Special farm zones


Special farm zones should be set up in the state to demarcate crops for them by the agriculture universities and government research institutes.

Faulty crop insurance policy

Crop insurance policy for orange announced recently is very faulty and has been framed without considering the recommendations made by the National Research Centre for Citrus. Generally, 70% farmers take 'mrig bahar' crop and 30% 'ambia bahar'. But the insurance policy has taken into consideration only 'ambia bahar' crop.

Cumbersome loan procedure


Nationalized banks have such a cumbersome and bureaucratic procedure for crop loan that maximum farmers never get loans from them.

Losses due to power cuts

Farmers suffer huge losses for no fault of theirs due to load-shedding. The government should either compensate them for it or ensure regular electric supply.

Major crops damaged

This year, all major crops like soyabean (in flowering stage), cotton (boll formation) and paddy (transplantation stage) were damaged severely particularly due to heavy rains at wrong time. Farmers need compensation for each of these crops and also the right MSP. The forthcoming 'mrig bahar' crop (70% farmers depend on it) which fruits from February to April is going to be very bad due to effect in flowering and fruiting. Orange needs at least 150mm rain in July but this year it rained only 70mm in the month but there were heavy rains in later months.

With farmers' economic distress and, consequently, their suicides refusing to abate, Vidarbha's agriculture scene has emerged as something of a national challenge. Despite the issue getting attention from highest level, no effective solution has been found. There have been packages and relief measures but they all ended up being mired in red tape or corruption allegations. Given the stubborn nature of the problem, it really needs some out of the box thinking. The approach should be to wean farmers away from government subsidies by devising market mechanisms that ensure fair return on their produce. When food prices are rising for consumers, farmers not getting higher returns does not stand to reason. Obviously something is gravely wrong. Government interventions so far have gone the wrong way. Could it be time to try a more hands off approach and let the prices be decided by producers and consumers?

As per recent admission of Dr C.D. Mayee, President of Indian Society for Cotton Improvement who was instrumental in giving blanket permission for commercial trials of genetically modified (GM) Bt.cotton seed notoriously known as killer seed in part of cotton growing region of India where more than 2 lakhs cotton farmers committed suicides in last decade to US seed giant Monsanto Inc thatCotton yield in the country seems to be on a downswing in the last three years, as per official figure of ICAR, Bt.cotton yield per hectare hit a record 554 kg in 2007-08. Sinc
e then, it has been dropping, touching 486 kg/hectare in 2009-10 before rising to 496 kg/hectare last season. This season, too, the yield is expected to be drop down to significant low level this year because the Bt strains and hybrids, that account for nearly 95 per cent of the total area under cotton, are losing their strength but the Cotton research scientists have a different take on the drop in yield but fact is that area under cotton has touched a record 121.91 lakh hectares (lh) this year. When the yield hit a record 554 kg/hectare in 2007-08, the area under cotton was 94.14 lh and Scientists point out to Maharashtra as an example of more new areas coming un
der cotton. Dr. Mayee added.
“The problem with growing cotton in non-traditional dry land areas is that the productivity is low.
Some farmers in Maharashtra have taken to cotton farming without the requisite experience. It is one of the reasons for some committing suicide Since January, 704 farmers have reportedly committee suicide in the Vidarbha region of Maharashtra,” said officials in Maharashtra Mantralaya
“Growing cotton in areas where it has never been sown is a problem since it could be rain-fed. This year, rainfall
has been erratic and it has affected cotton,” said the official.7
Cotton farmers shifting to Bollgard II that is supposed to be superior to Bollgard I pests, including sucking pests, leaf curl virus and jassids, are creating problems in cotton, resulting maximum use of pesticide and giving significant drop on production front .in last five years cultivation cost has jumped from Rs.5000/- hector has jumped to Rs.30,000/- hector in maharashtra and average yield and stable cost has caused huge economic losses to agrarian community in cotton growing areas and hence cotton afrmers suicides have been restarted ,Kishor Tiwari of Vidarbha Janandoan Samiti (VJAS) informed in press
release today.
‘The complete ban of killer seed Bt.cotton in rain fed areas of India is must and further permission of commercial trials any GM seed should be stopped immediately” Tiwari said.

The eight participants began by examining if the winter session held here annually has been useful for the common man. Farmers' activist Kishore Tiwari, who saw the funny side in most things, started by describing the proceedings at the session as a farce perpetrated on the people of Vidarbha and one with no real utility. "All parties come together to adjourn or boycott the session for some reason or the other. I can tell you all with conviction that the resorts that have already been booked by politicians for sojourns in the nearby jungles during the session. Our elected representatives still are focusing on Western Maharashtra. What we need instead of this session is a proper mechanism to take decisions on problems and appeals related to revenue, government servants, PDS, citizens charter etc in Nagpur itself. We should not be forced to go to Mumbai or wait for the winter session to resolve such matters. Maybe, the staff could be stationed at Nagpur and ministers could visit once a month to take any policy decisions related to the work here," he said.
However, social worker Rupa Kulkarni, who works with domestic workers, said the session does serve some purpose. "The session here allows the disadvantaged sections of out society a chance to meet the powers that be. If politicians sit only in Mumbai, the common man would never be able to take problems and representations to them. I agree such demonstrations or morchas don't always get work done fast, but they are a means available to us. It took years for us to sensitize and pressurise the government to pass a law providing social security net for domestic workers. It is taking even longer to implement it, but this shows it can be done," she said.
Kulkarni also suggested, however, that agencies like the Vidarbha Statutory Development Board should be revived and utilized to benefit the region when the session is not meeting here.
Anand Parchure, a high court lawyer of repute, had a different take on the winter session. "Let the session continue to be ineffective, but at least ensure the citizens are not inconvenienced due to this show in town. Streamline it, so that the sham preparations and proceedings do not affect the common man."
Kavita Loya, a chartered accountant, said she disagreed with Parchure's views. She interjected to say, "Parchure's view is pretty superficial. We should not forego the advantage that the winter session gives us. It is our politicians who are to blame for not using this opportunity properly. We could get a lot done for our region even in the 15-day session if our politicians are up to it. But ending the session in Nagpur will be doing away a big opportunity."
Entrepreneur Rita Buddhe said the session had not given anything to the city or region. "The situation in Vidarbha has only deteriorated over the last 20 years. We have more and more sick units, with glitzy showrooms replacing manufacturing units. We are still dependent on agriculture while tiny towns like Nashik, Pune and Aurangabad have grown into big industrial centres."
BJP city unit chief Anil Sole took the middle path by saying that the agenda has to be set properly for the winter session to be really useful for the people. He admitted a failure of politicians that the same issues are discussed since decades without taking them forward. "But I would blame the people too. They are ready to suffer the same problems," he said.
Industrialist Praveen Tapadia added here that there is no alternative to the winter session and closing it down will not help at all. "The winter session does bring in some money into the local economy. Also, this is the time we can catch ministers and bureaucrats in town to highlight out problems. This is our only platform. We should force them to come and hear our problems."
Even as Loya was in complete agreement with this argument, Tapadia continued, "Actually, Hingna industrial area is doing pretty well. Why blame politicians for some failed units. We lack entrepreneurship. We lack the unity to get our work done in the legislature or bureaucracy. They are the ones who take the decisions, so how can you ignore them?"
Loya, Parchure and most others however dismissed the idea that Nagpur is sore at losing its capital status or the winter session should be continued just for the sake of custom or to retain Nagpur's status of second capital.
Tiwari pointed out that more than the session, its duration is what matters. "It used to be held for longer duration earlier. Today, politicians are not responsive to the situation and do not take it seriously now."
Kulkarni added, "Policy decisions are required here to change things," drawing approval from Parchure. "Basic functions of government need to be taken care of, like sanitation, water supply, health care etc. But not one politician or bureaucrat does the homework. It is all taken very lightly," said Kulkarni.
Loya said that this can also be blamed on the apathetic attitude of the politicians and the people themselves, who have let the powers-that-be get away with such an attitude for such a long time.
Tiwari and Sole both pointed out examples of this, like politicians missing out on important debates or all bills being summarily passed at the fag end of the last day of the assembly, when most members have already left or are no longer interested in debating the finer points of the issues.
Parchure said here that just speaking about what the politicians and bureaucrats are "duty bound" to do is not going to help. Giving a radical suggestion, he said, "Make sure they stay here for four or six weeks and solve a few problems before leaving. Better still, make all the legislators and bureaucrats come here for the session in summer. That will ensure all the decisions are taken quickly, so that they can escape to the cooler climes faster."
This suggestion drew as much approval from all present as laughter, and led to suggestions for the budget session to be held here too.
The debate also turned to the part played by the opposition in the assembly, and whether it too was responsible for the session being reduced to a futile effort. Sole said, "Some issues definitely come up in the session and are discussed. But I have to admit that there may not be any decision on them all the time."
Loya and Tapadia said here that the blame for this also falls on the citizens for not pulling up their representatives over non-performance. Parchure added, "The only thing left for citizens to do now is to take the law into their hands and get arrested. The politicians might soon end up being thrashed by the common man."
Buddhe and Loya agreed with him that Vidarbha, and Maharashtra too, lacks good politicians and it is leading to problems. Tapadia however said that despite all this the winter session cannot be blamed as the cause of the problems, so stopping the session is not a solution at all.
In view of this, the suggestion taken up for discussion was whether the amount spent on the assembly session would be better off being spent on development projects for the region. Tapadia remarked that even that money would go down the drain, like all funds released for Vidarbha currently.
An idea that got the most support was for a separate and independent secretariat to be set up in Nagpur for Vidarbha region. Tiwari said, "Currently, people approach the high court here instead of approaching the bureaucrats in Mumbai. An administration structure here, capable of hearing appeals and complaints and taking decision here itself would definitely help. We could have similar set-ups in Aurangabad and Konkan too."
Joining in the debate at this point, city Congress chief Jaiprakash Gupta admitted that the legislature session here has not solved any problems of the region. "Even in these sessions, little time and importance is given to Nagpur and the region. The budget session should be held here to really solve some problems. I have to say that chief ministers from western Maharashtra have been apathetic about this region. A CM from Vidarbha never did that in his 16-year tenure."
Parchure and most others pointed out that this was actually the best argument for a separate state of Vidarbha. Sole too supported the idea saying that the BJP has already expressed its support for a smaller state that could me managed better. He reiterated though that till that happens it would not be prudent to stop the winter session, since the session does give Vidarbha an opportunity to be heard every year.
Tapadia and Parchure too then suggested that a separate secretariat for Vidarbha here is the best way to move forward. It should enable decisions to be taken here, they said.
As for the lack of political will within the region, Parchure as well as Loya said that it is the responsibility of the citizens to push the politicians to act. Interestingly, even the two politicians on the panel, Gupta and Sole agreed with this observation on a change in attitude.
Tapadia though opposed the having ministers for every portfolio in Vidarbha too, "It will only benefit the politicians. Nothing will trickle down to the citizens." Sole too said this cannot work, since politicians also need a vision to be able to get work done.
Gupta said here that all local politicians agree on the need for a separate state, including Congressmen. However, he pointed out that this decision could be taken at the national level only, on the national policy as well as party level too.
Tiwari added here that, in the meantime, there needs to be a frank portrayal of the ground reality here. "Why should a rosy picture be painted of Hingna industrial estate, as Tapadia has claimed. My daughter and lakhs of other youth like her are forced to find employment in Pune because there are no opportunities here," he said.
Tapadia rebutted his claim to say that this problem would require another debate altogether, but insisted that the industrial situation is not as bad as it is made out to be. He granted though, "Even well connected industrialists find it difficult to get things done. So, there is almost no hope for the common man in the present situation."
As the debate wound up, the participant came to the conclusion that something like an independent secretariat is required to help Vidarbha develop. The consensus though was that if even that does not work, then the only solution would be a separate state. It would move all decision making to Nagpur, and finally the politicians here to work for the welfare of the people, unable to pass the buck to powers that be in Mumbai.
