Home Minister to Grant statehood to Vidarbha along with Telangana

Activist urged Home Minister  to Grant statehood to Vidarbha along with Telangana

Nagpur-31st December 2012
Recent announcement of union Home Minister Sushilkumar Shinde  that final call on long pending  of separate state of Telangana will be taken within one month ,activist I n vidarbha who are agitating since last more than two decades   urged him consider demand of separate Vidarbha , very backward region now known as farmer suicide of India having multiple complex problems of continuous neglects from rulers of Maharashtra who are representing western Maharashtra .Issues of agrarian crisis, tribal starvation ,massive unemployment ,lack irrigation  and industrialization coupled of growing Naxal activities has been grate concern of union Govt. all money to the tune of Rs.50,000 crore pumped recently has been siphoned by same politicians of western Maharashtra resulting more backlog and worsen the vidarbha crisis hence now it has been established that the existing set up Maharashtra Govt. there is no ray of hope for any relief to dying vidarbha farmers and tribal hence separate statehood is only option left  to resolve the crisis hence the demand of separate vidarbha  much more serious and valid than Telangana hence HM has been urged to give justice, Kishore Tiwari of Vidarbha Janandolan samiti (VJSA) informed in press release today

Before 1960 vidarbha was never a part of Maharashtra. It belonged to a territory called Central Province during the time of British Raj. When Indian republican states were formed, Vidarbha initially belonged to Madhya Pradesh. However after the ‘Samyukta Maharashtra’ movement, it got embedded with Maharashtra.Vidarbha also has a link to mythology. Rukmani, Lord Krishna’s first wife was said to be the princess of Vidarbha. In recent past (300 years), Nagpur region of Vidarbha came under the Bhonsales, who were an off shoot of Peshvas and Raja Shivaji. Hindi was the official language of the dynasty then. Vidarbha has the rich history and excellent geography being misused as it holds two-thirds of Maharashtra’s mineral resources, three quarters of its forest resources and is a net producer of power till darkness gloom has over shadow region ,farmers are killing themselves where tribal are dying due to starvation and malnutrition ,Tiwari added.
Even vidarbha rich in minerals, coal, forests and mountains, has  always underdeveloped because of the continuous dominance of the political leaderships from the other parts of the state.

"Till date Rs 25,000 crore allocated by the governor for the express purpose of removal of developmental backlog of Vidarbha by powers vested in him under Article 371 have been illegally diverted for use in western Maharashtra and now  observation of  that Justice Fazal Ali Commission constituted for restructuring of states had not only recommended that vidarbha given status of a separate state but also expressed concern in the event of its merging with Marathi-speaking Maharashtra. "It cannot be said with certainty the rich natural resources of Vidarbha will be used for the development of the region," is proved correct hence this demand of separate state of vidarbha justified, Tiwari said.

"The water availability in Vidarbha is highest and so is its irrigation potential. But the infrastructure created till date to tap it is minimum and far less than in western Maharashtra. The irrigation backlog of 2.5 lakh hectares identified till the year 1994 was to be removed by 2006 as per the deadline fixed by the then governor. That was not achieved. The next deadline of 2010 has also passed without success. Now it is proposed to be done by 2016. But then what about the backlog accumulated after that: As per a 2009 report tabled in the legislature, the irrigation backlog has mounted to 11 lakh hectares. Can this target be ever achieved. The latest injustice is in form of large number of power plants being allowed to be set up in Vidarbha. "These plants will use water meant for irrigation and deny the facility to 7 lakh hectares of cultivable land," said Kimmatkar. "97% of the state mineral resources are located in Vidarbha. But processing industry could never come up here because the electricity charges are double of that provided in the neighbouring states," expert observed.

Ruling parties congress NCP has supported the demand of separate state of vidarbha  moreover BJP,MNS and all sections Republican parties even BSP have openly supported the vidarbha statehood demand and now after Balasaheb depart new leadership in Shivsena likely to rethink it stand over Vidarbha Statehood issue ,Tiwari  said.
Activists are meeting on 31st at  Ravi Bhavan Nagpur to restart agitation to create presse on union Govt. to grant statehood to vidarbha along with Telangana ,Tiwari added.

Maharashtra poor demand food security -IANS Reportsans

 Maharashtra poor demand food security

Nagpur, Dec 26 (IANS)
Thousands of poor people and tribals marched to the collector's office in Yavatmal district
Wednesday to protest denial of food security to over 100,000 below poverty line (BPL) families, an activist said.
Tribals and poor people from Kelapur, Zari, Wani, Maregoan, Ralegoan and Ghatanji from Yavatmal district participated in the stir.
"All tribal and BPL families will oppose the proposed cash transfer scheme under PDS (Public Distribution System)," said Kishor Tiwari, president of farmer advocacy group Vidarbha Jan Andolan Samiti (VJAS).
"We will move the Bombay High Court if the administration fails to provide food security to all eligible families," he added.
Quoting a Supreme Court guideline and Public Distribution System (Control) Order, 2001, Tiwari said state governments are required to get lists of BPL and Antyodaya families reviewed every year and delete ineligible families and include eligible families.
"Even after these guidelines, the Maharashtra government is following its own survey, which was carried out in 2002, thereby denying food security to ove one lakh BPL families," he said.
Tiwari said that in Maharashtra, around five million BPL families identified by administration are denied food security.
The protesters submitted a memorandum with a complete list of tribal and BPL families to the district collector.
"We have also written to Maharashtra Chief Minister Prithviraj Chavan, who has promised action," Tiwari said.

VJAS urged Maharashtra Governor for Smooth Business in Nagpur Winter Session to Vidarbha Crisis

Vidarbha Janandolan Samiti

========================================================================Ref-mockery of Nagpur session-2012                                                                   Dated-13-12-2012

Hon,ble His Excellency Governor
Shri K. Sankaranarayanan
Governor of Maharashtra

Ref- Serious crisis of vidarbha farmers’ suicides and Tribal Malnutrition
Sub- Non-functioing of both legislative houses in winter session of Nagpur

Respected sir,
We are activist group working for rights of dying vidarbha farmers and tribal since 1997 we have moved High-court, NHRC,MHRC and your Excellency number times to stop on going farmers suicides and starvation of tribal of region ,the issue of mega economic backlog coupled with  on going agrarian crisis has given larger importance Nagpur session of Maharashtra legislative houses which has been non-functional  as first four   days of legislative council have been adjourned hence we are forced to write you for your kind intervention and ask legislators to discuss serious issues of vidarbha  and force the Govt. to announce bailout package for distressed farmers and food starved tribal.

It has been noticed that the first four days of the winter session of the Maharashtra legislature have been wasted in verbal fights, gheraos and adjournments over trivial matters, and it is alleged that legislators are only enjoying parties in clubs and resorts which just rubbing the salt to dying people of vidarbha. when rural vidarbha is getting less than 8 hours of power supply and forced to live in the dark same time mega lighting and mark celebrations in Nagpur is just mockery of winter session this is just adding fuel to main demand of people to give separate statehood to vidarbha if Maharashtra Govt. and main opposition has no time to even discuss the core issue of the vidarbha crisis hence this humble appeal.

We have seen that many legislators were are seen in parties thrown in the name of birthdays, anniversaries or facilitations. They are ignoring serious issues related to farmers and tribal  Even the opposition does not seem to be interested in taking up such issues and there are every reason to believe that the present on going adjournments of both houses are stage managed show and all political parties are involved directly or indirectly hence your intervention is needed as under provision of article 371-372  of Indian constitution Hon,ble Excellency Governor is empowered to emove the backlog and give justice vidarbha .

The present scenario has made basic motive behind making Nagpur is the second capital of Maharashtra and  winter sessions of the state legislature are held here to fulfill Nagpur Agreement at time merger with Maharashtra as ridiculous and as the winter session is held here so that core issues of Vidarbha can be discussed but all parties are making a mockery of the problems faced by farmers ,we demand that vidarbha should be given separate statehood.

We understand that the issue of misuse fund and corruption in relief packages is being blown out of proportion to get media attention which already under investigation  but we failed understand that why is the assembly not discussing other important issues like food security and health and educational help to victims of agrarian crisis.

The very serious issue before the more than 5 million cotton growers  about Bt Cotton crop failure in more than four million hectares of land has reduced cotton yield from 3.5 million quintals to 2.2 million quintals and as per the report sent by the state agricultural department to the centre states that the estimate of the net direct economic loss to cotton farmers in the state will be nearly Rs.6,000 crore, whereas accumulated losses are likely to cross more than Rs.20,000 crore due to a steep rise in cultivation costs but this serious issue is not finding the place in any house of legislator in Maharashtra which is much more irritating and shameful.

Hon,ble His Excellency Governor of Maharashtra is kindly requested to intervene in the on going blockade in winter session and asked to Maharashtra govt. to give bail out package including food security ,free health care and  a compensation of Rs.20,000 per hectare and fresh crop loans for every farmer for the ensuing agriculture season hence this prayer

Yours faithfully,

Kishore Tiwari

Too Many Power Plants Harmful for Vidarbha-Ravi Rana-TIMES OF INDIA

Printed from

Too many power plants harmful for Vidarbha

(Ravi Rana is the Independent MLA from Badnera)

*The progress of irrigation projects in the region is appalling. The region is starved of irrigation and hence the farmers are poor. Unless they get water round the year they won't be able to break the cycle of poverty. About 90% funds have been sanctioned for many dams but there is little progress.

Too many power plants are being set up in Vidarbha. Water reserved for agriculture is being diverted in large scale. It will further worsen the agrarian crisis. The power plants will also pollute the region's environment.

Farmers need to be compensated for the damage to orange, cotton and soyabean crops due to excess rainfall. Unless they are given compensation, many small farmers will find it hard to make two ends meet.

**** Amravati Municipal Corporation (AMC) has steeply increased the local body tax (LBT). It is on par with that of Pune and Aurangabad municipal corporations, where people are more affluent. It has imposed a heavy burden on common people of Amravati. It will affect the economy of the city too.

**** Maharashtra Airport Development Company (MADC) is apathetic towards developing Belora (Amravati) airport. This is affecting the economy of the city. An airport is a must for an emerging growth centre.

The most pressing issue for Vidarbha in the coming winter session is the large number of pending irrigation projects. The region has very little irrigation facilities and consequently the farmers are poor. The region has one of the highest incidences of farmers' suicide in the country.

All the experts who have visited the region have unanimously stated that the irrigation capacity needs to be improved in order to release the farmers from the cycle of poverty. This fact was acknowledged by the central government after Prime Minister Dr Manmohan Singh's visit in 2005. However, in these seven years the region has not witnessed much progress in the irrigation sector, which is shocking.

In our Amravati district, government had sanctioned 90% cost of many projects but only 10% to 30% work has been done. This is alarming and bodes ill for the farmers. When will these projects be completed? How long will they have to wait? I will raise this issue on priority basis.

On one hand the government is not developing irrigation capacity, while on the other it is diverting water meant for farmers to power plants. Too many power plants are coming up in Vidarbha and this will cause further depletion of whatever water is available for farmers. The Indiabulls powerplant at Nandgaonpeth has robbed thousands of farmers of water and wreaked havoc in their lives. In spite of strong opposition from farmers and many public representatives the government allocated the plant water from Upper Wardha dam.

The power plants will also pollute air and soil causing illness among humans and animals. The productivity of land will go down. Nobody will compensate us for this. Why should all power plants come up in Vidarbha? The region is already power surplus. Power plants should be set up in areas where it is needed. Why should the people of Vidarbha be made to pay for the progress of other regions?

There are a lot of issues pertaining to rehabilitation of project affected persons (PAPs). Many have not been provided proper compensation since years. Many farmers have been displaced due to irrigation projects. These farmers have lost their land and others still do not have any water. If government continues to acquire land without proper rehabilitation it will create unrest.

Excess rainfall in Amravati and some other districts of Vidarbha damaged cotton, soyabean and orange crops. In some areas paddy too was affected. In many areas pests have destroyed cotton plants. The farmers need to be compensated for the damage. The compensation amount should be given on time so that they do not face financial problems. Farmers should get all possible help from the government so that they harvest a good rabi crop.

Amravati is now an emerging destination and needs an airport. Air connectivity will give a fillip to the economy of the city. However, Maharashtra Airport Development Company (MADC) is taking its own time to develop the airport at Belora. The airport will not help Amravati's economy but that of the entire district.

Another big problem that's afflicting the city is the steep hike in local body tax (LBT) levied by Amravati Municipal Corporation ( AMC). When state government abolished octroi, people heaved a sigh of relief but now LBT has been hiked so much that we do not feel the relief anymore. The hike in LBT is as high as in Pune and Aurangabad. LBT should be levied depending on the size of the city and the paying capacity of its residents. Obviously the average paying capacity of a Pune resident is far higher than his counterpart in Amravati.

Bt failure to hit cotton yield by 40%: Govt-DNA

Bt failure to hit cotton yield by 40%: Govt-DNA

Bt failure to hit cotton yield by 40%: Govt

DNA / Yogesh Pawar / Monday, November 26, 2012 5:48 IST

URL of the article:

For the first time, Maharashtra has officially admitted that cotton yield is likely to reduce by nearly 40%. Bt cotton failure in more than 4 million hectares of land has reduced cotton yieldfrom 3.5 million quintal to 2.2 million quintal.
A report sent by the state agricultural department to the Centre states that the estimate of the net direct economic loss to cotton farmers in the state will be nearly Rs6,000 crore, whereas accumulated losses are likely to cross more than Rs20,000 crore due to a steep rise in cultivation costs.
Farmers and activists in the state’s cotton belt say the rise in the prices of Bt cotton seeds, fertilizers, pesticides and labour since last year has had a huge impact. “The agrarian crisis sweeping through the state due to Bt cotton failure has only widened. Unlike when cotton crop failure was reported only from Vidarbha and Marathawada, reports of such crop failure are now coming in from Khandesh in north Maharashtra, too,” said Kishore Tiwari of farm advocacy group Vidarbha Janandolan Samiti.
National Crime Records Bureau reveals that the number of farmer suicides in Maharashtra are likely to cross 5,000 this year in comparison to the 3,500 last year. The figures last year were, in fact, the highest among all states in India.
This is the third year in a row that Bt cotton failure is being reported in Mahahrashtra. Last year, the state paid Rs2,000 crore to 4 million cotton farmers as compensation. Unlike earlier when dry land farmers were affected, even areas with adequate irrigation are facing a crop loss this year.
Ravindra Shinde, a farmer from Dhamane village in Dhule, had taken a loan like several others, and is now worried about repaying it. “I spent Rs50,000 per hectare this year but Rs30,000 last year. Now with crops failing, I don’t know what to do?” he said.
According to state records, Maharashtra grows Bt cotton in 4.2 million hectares of land. This is the largest among all cotton-producing states. Even thenit has been reporting lowest cotton yield of about 5 quintal per hectare since 2006. The latest official estimate says this is likely to fall to 3 quintal per hectare. “This means a net loss of more than Rs38,000 per hectare!” points out Tiwari, who plans to lead debt-trapped farmers in march to the legislative council on December 11 during the winter session at Nagpur.
“We demand a compensation of Rs20,000 per hectare and fresh crop loans for every farmer for the ensuing kharif season. We also want food security and free health education, along with the implementation ofland development, soil enrichment and watershed development under Mahatma Gandhi National Rural Employment Guarantee Act,” he said.
He appealed to the government not to mock the farmers. “We hope the state relief packages actually help farmers this time instead of just benefiting contractors, politicians and multinational agro majors like it has in the past.”

First time Maharashtra officially admitted that this year cotton yield like to lower down by 40% form 3.5 million quintal to 2.2 million quintal due to Bt.cotton failure in more than 4 million hectors net direct economic loss of Maharashtra cotton farmers to tune of Rs.6000 crore where as accumulated losses   likely to cross more than Rs.20,000 crore due to steep rise in cultivation cost v.i.z. “This third year in row Bt.cotton failure is being reported last year Govt. of Maharashtra paid Rs.2000 crore to 4 million cotton farmers as relief compensation and this year too same situation which is forcing cotton farmers kill themselves .last year Bt.cotton failure was restricted to dry land farmers of Maharashtra but this year even progressive farmers who are having irrigation facility has severely effected   with low yield of the Bt.cotton  where as cost of cultivation in Maharashtra averaging out to be  @ Rs.50,000/-  per hector in comparison to Rs.30,000/- per hector of last year .Maharashtra is having Bt.cotton cultivation as per official record in 4.2 million which largest in all states but has been reported lowest cotton yield of around 5 quintal per hector since 2006  now new   official estimates likely to report 3 quintal per hector  which is returning around Rs.12000 per hector resulting in more than Rs.38,000 per hector net loss to debt trapped distressed farmers hence serious consideration and white paper on Maharashtra cotton farmer is must hence we are marching on 11th December to council hall in which thousands of farmers will participate along with hundreds of widows ”  Tiwari added.

‘More than 5 million cotton farmers of Maharashtra demands Rs.20,000/- pr hector compensation for Bt.cotton failure ,fresh crop loan to every farmer for next khariff season and food security and free health and education to distressed debt trapped farmers along with work in each farmer field under MGREGA related land development, soil  enrichment   and watershed development hence this protest and we hope that state will come out relief package directly targeting dying farmers not benefiting contractors and corrupt politicians ’ Tiwari urged .

Monsanto ruining Vid farmers: US film director-TIMES OF INDIA

Printed from

Monsanto ruining Vid farmers: US film director

NAGPUR: Micha Peled, director of the internationally acclaimed documentary on Vidarbha's farmers 'Bitter Seeds', believes that Monsanto is one of the major culprits behind the plight of cotton cultivators of the region.
Peled's one-hour documentary tracks the lives of two Telantakli residents in Pandharkawda taluka of Yavatmal district - farmer Ram Krishna and Manjusha Aherwar, a wannabe journalist, whose farmer father had committed suicide. This documentary has won four awards and has been screened in various film festivals in different countries.
The director said in many countries the viewers of his film told him that their countries faced the same problem due to Monsanto. "In Vietnam, some bureaucrats told me about the damage being done to their country by Monsanto's genetically modified seeds."
Lamenting on government's apathy towards farmers, Peled said, "During the British Raj, Vidarbha was famous for its cotton. At that time there was no Bt cotton. Farmers used their own seeds. Now they buy seeds from private companies. The agents of these companies are the only people who provide advice to farmers. Obviously, the only aim of the agents is to increase the sale of their seeds. Monsanto does not tell them that Bt cotton is successful only in irrigated fields.
"It is government's job to provide seeds as well as advice to the farmers. Since 1991, the government has abrogated this responsibility. Globalization is okay for many sectors but it is disastrous for agriculture. In US, the smallest cotton farm is 1,200 acre whereas in India it is as small as one acre," Peled pointed out.
The film is the third in Peled's globalization trilogy. His other two films are - Store Wars: When Wal-Mart Comes To The Town, which explores consumers in United States and China Blue, which exposes the exploitation of workers in Chinese factories.
Peled was in Nagpur to attend a 'Meet the Press' programme organized by Nagpur Union of Working Journalists (NUWJ). He then left for Hiwra Bazar, an agrarian crisis-hit village where Vidarbha Jan Andolan Samiti (VJAS) is screening his film. The documentary will be shown in fourteen villages of the region which Prime Minister Manmohan Singh and members of Planning Commission had visited. It will also be shown in Telantakli

Taking toll to 624 in year 2012 as per documentation done by Vidarbha Janandolan Samiti , convener Kishore Tiwari informed a press note.

“This year cultivation cost has almost double due unusual rise in prices of seed, fertilizer, pesticide and labour rate where as market prices of cash crop like cotton and soybean  are being traded much lower than last year price and till date there is no intervention from the Govt. for procurement of these crop @ MSP even ministers announced but there is no set up for the same forcing farmers to offload crop at throw away price resulting in heavy financial losses where as per official report there is massive crop failure in the dry land region of vidarbha particularly rain sensitive crop like Bt.cotton and farmer’s needs another bailout healing touch in the are of credit restoration ,provisioning for  next year cultivation and arrangement of  food and health security to all debt trapped distressed families of vidarbha .MGREGS work has been completely stopped due to massive corruption of political leaders and babus hence farmers should be given direct employment under MGNREGS to work of their own field for water conservation, land surfacing ,soil quality improvement and sustainable crop management and education for socio-economic system restoration of vidarbha  which has created lot social engineering problems  due to on going despair distress hence we demand integrated solution much more complex agrarian crisis which unsolved since 2001  by changing policies and promotion wrong technology at one end and providing alternative solutions at ground level to stop this mass genocide of innocent vidarbha farmers” Tiwari added.

“The main focus of all political parties and civil society has been shifted from very serious issue of rural India and farmer suicide and agenda of 2014 national election is also getting shifted from the core issue India’s Agrarian crisis which has made rural economy venerable that is only reason even farmers are killing themselves all pillars of Indian democracy are keeping salient which is most unfortunate, we want urgent intervention hence this appeal” Tiwari added.

IAC-MediaA and All Political Parties has shifted focus of  “Vidarbha Agrarian Crisis” from core  Issue-VJAS.

NAGPUR: October 22, 2012

Last week revelation of IAC convener Arvind Kejriwal on BJP National President Nitin Gadkari after massive publicity that agrarian crisis are on agenda but focus of his all allegations were restricted to vidarbha irrigation water crisis limited one vena dam  and linking it vidarbha farmer suicides in fact he touched to issue of vidarbha 3 million farmers regarding upcoming power plants, water diversion and misuse irrigation of water but when it was focused to single point agenda to restrict the mega crisis micro issue of  showing the unholy relationship between  BJP-NCP and subsequent massive media coverage linking to very serious issue of  vidarbha farmer suicide diverting  attention from all major issues and problems of dying distressed dry land farmers shocked vidarbha farmers and activist and this unfortunate development is being looked as planned conspiracy of all political parties ,US funded NGOs and big MNCs to make “Corruption” as main culprit of on going agrarian crisis and farmer suicides not the wrong policies , US MNCs promoted faulty technology , free unregulated market and non-existing institutional banking to rural economy  hence   Vidarbha farmers pressure group Vidarbha Janandolan Samiti  president Kishore Tiwari urged all political parties and civil society members to take forward the issue  for it’s logical conclusion to stop mass genocide of innocent farmers who are real victim of   development model being promoted and unholy connection of touts who are involved in mega siphoning of project fund where not even in radar of any allegation or discussion that is most unfortunate .

Vidarbha Janandolan Samiti has been closely associated with IAC we were asked to provide all details related irrigation scam  and recently developed power project crisis and very details submission was given to AIC but all data given by us was intentionally not used as it was targeted to very complex integrated issue policies ,technology, development model and massive misdeed done at various levels but lastly it resulted in  single person  focus agenda where our main issues has gone to back foot as now in Maharashtra more than 9 million hector crop of cotton, soya, paddy and sugarcane   damaged due more rain ,4 million hectors land is in severe drought, Market prices of cotton ,Soya, paddy and sugarcane  has come down below MSP , Institutional Credit  and crop loan from bank is at it’s likely to collapse and Maharashtra agriculture once gain for this 2012-13 will be –ve  20 but last tow months all focus has been shifted   irrigation scam and then ever one by one corruption  we feel which also very important but civil society and political parties who raising these issues should bring back focus main issue of Indian rural crisis including agrarian, health, employment, very costly education, massive unemployment ,pathetic condition of NRHM, ICDS, MGNRGA and ITDP  ,we are ready to provide them all need input , Vidarbha Janandolan Samiti  chief added.

“we demand IAC to focus on main demands of Aam Aadmi  which are living in remote villages are dying without food and medicine ,the basic need to change wrong model of development and  prefect Indian economic policy to safe and protect our 120 crore innocent population and fix time agenda to illuminate all corrupt leaders, babus, judges, member civil society and media that is need now we will convince these grate leaders that’s main issue ,may god help us, Tiwari added .
