Delayed rains raise farmers' worries

NAGPUR: Furrows on farmers' brows are getting deeper as they desperately wait for rains. Deceived by a few showers, at least 20% farmers in Vidarbha had carried out sowing of cotton and soyabean, the two main cash crops in the region. They now face a bleak prospect. "If it does not rain in the next three or four days, they will have to undertake resowing," said a top agriculture officer on Friday.
With the monsoon playing truant, water level in reservoirs of large and medium dams is fast depleting. However, Nagpur divisional commissioner BV Gopal Reddy says the situation is not that alarming. "Water stocks may be marginally less as compared to the corresponding period last year. But we can tide over and there is nothing to worry. The latest weather office reports suggest that regular rains are expected from July 3," said Reddy.
"This looks like repeat of 2009 situation. That year too rains arrived by mid-July. But nowadays farmers are showing patience. A majority of them in eastern Vidarbha has not started sowing operations. Around 25% have done with it are eagerly waiting for regular rains in the next three days so that the seeds are not wasted," said joint director of agriculture of Nagpur division JC Bhutada. Paddy growers with assured water source like wells and ponds, for nurseries where seeds germinate, are not worried as they require regular rains only for transplantation that is some days away.
"Situation could turn grim if it does not rain in good spells in next four-five days," said Amravati division joint director of agriculture Ashok Lokhande. "Sowing has already been done is about 18% of land mainly in Buldhana, Akola and Amravati. But it has been done mainly by those who have installed sprinklers or drip irrigation system through some protected water source. They have no problems, said Lokhande.
"But many farmers in Yavatmal who have done sowing after mid-June rains could be in for trouble and face the prospects of resowing as hot and dry weather in the last two weeks has undone all their hard labour," said Kishore Tiwari of Vidarbha Jan Andolan Samiti. "Farmers already grappling with funds crunch because of poor credit flow by crisis-ridden cooperative banks this year will be further distressed by additional expenses if they have to undertake resowing," said Tiwari.
The farm activist slammed the authorities for making inaccurate predictions about timely and plentiful rains which make the farmer complacent and ill-prepared for any exigency. "At least now the government should intervene to see that farmers take up less rain-sensitive food crops like jawar and bajra instead of cotton and soya so as to sustain food needs for the year ahead," said Tiwari.

While farm rights groups have welcomed the Central Institute of Cotton Research (CICR) and Maharashtra government’s pilot project of the Brazilian model of non-Bt cotton promotion in eight districts of Vidarbha region, calling it a rethink of its policy of blindly promoting Bt cotton, they are also wondering if this is a case of “too little, too late.”
“This confirms the complete failure of Bt cotton seed technology. One wonders how this will help when nearly 90% of the area under cotton in India is under Bt varieties. This covers over 12 million hectares. Any trial in a mere 160 acres of land belonging to 160 farmers is too small a sample size to give any definitive findings on the benefits of switching from the genetically modified varieties,” Kishor Tiwari of the Vidarbha Jan Andolan Samiti (VJAS) told DNA.
According to many like him, the only way any relief can come to cotton farmers in Vidarbha is a complete ban on Bt cotton cultivation in the region. “The government should make it compulsory for cotton farmers to cultivate non-Bt indigenous varieties, which have a proven track record of hundreds of years,” Tiwari added.
It should be recalled that the state agriculture commissioner, Umakant Dangat, has formally admitted that India has the lowest cotton productivity in the world and Maharashtra, the lowest in India. Union agriculture minister Sharad Pawar has also admitted that Vidarbha’s farmers have lost more than Rs2000 crore per year since the introduction of Bt cotton in 2005.
Many have expressed shock and dismay over the statements of CICR director Keshav Kranthi claiming that the cost of seeds of non-hybrid varieties is lower than the Bt ones. “The indigenous ones are ready for picking in 150 to 160 days, whereas the Bt ones need 180 to 200 days. This reduces the need for fertilizers, pesticides and other nutrients substantially,” he said.
In fact, he has claimed that these straight varieties are better suited to the shallow, marginal soil found in Vidarbha. When asked about what many are calling “a complete volte-face” from the CICR’s earlier aggressive stance of promoting Bt cotton varieties, Kranthi told DNA, “We aren’t going by what people say. We are doing what is best for farmers. If a mid-course correction is seen to be viable, then why not?”
It is an argument which could be difficult for the families of the 9,000 plus cotton farmers who have ended their lives due to their Bt cotton crops’ failure since June 2005 to digest. Tiwari said, “The government must come clean and admit that its policy of promoting Bt cotton in this region was completely wrong.”
“We need a long-term plan on crop patterns and methodology.Neighbouring states like Andhra Pradesh have revised their stance long back and net returns for their farmers are increasing. Time has come to go back to our traditional, sustainable agriculture,” he added.

Good Samaritans help quench Kolams' thirst

YAVATMAL: Drinking water has been a perennial problem for Kolam tribal pods in Zari tehsil of Yavatmal district. But for assurances they generally get nothing. However, two Good Samaritans from Punjab showed compassion for their suffering fellow citizens and dug up four borewells at an estimated cost of Rs 2.5 lakh to find a permanent solution to the problem.
Manish Dadhwal (32), a PGT teacher in Ludhiana-based BCM School, and his engineering student Jatinder Kumar Verma (20) made the dream of the Kolams come true.
An article titled 'Rahul ki bechari vidhwaye' in a leading Hindi magazine sometime in 2011, highlighting the harrowing life experiences of the farm widows, prompted Manish to visit the western parts of Vidarbha to have a closer look at the situation. Congress general secretary Rahul Gandhi had showed special interest in redressing the problems of drought-hit and suicide prone areas of Yavatmal district which seemed to have prompted the write-up.
Manish, Jatinder and Prithpal Deogan first went to Nagpur and then visited a few tribal villages in Zari tehsil in December that year. After studying the situation for three days, the threesome returned to their hometown with a strong determination to do something concrete for the people hit by agrarian crisis.
They collected funds from philanthropists of Ludhiana and came to Zari on June 22. They visited the four Kolam pods at Kundi, Hiwra, Nandgaon and Ambazari where the tribals faced acute drinking water problem for the last 50 years. The womenfolk had to walk 4-5 kilometres daily for fetching water. Though the water they would get was contaminated and non-potable, they had no option in the scorching summer.
Manish and his colleagues then decided to first solve the drinking water problem. They dug up 4 borewells, costing Rs 60,000 each. Manish told TOI, water was found at a depth of 300 to 450 feet and was potable. He said the team would return to Punjab on June 28 as their school and college are reopening on July 1.
Giving details of future plans for the welfare of farm widows and their families, Jatinder Kumar said they would collect donations from noble people in Punjab and set up a hospital for poor in the region. Manish spoke of setting up a veterinary hospital in the region after witnessing the death of a cow in village Ambazari due to starvation on Sunday. He said his present and former students have expressed willingness to serve the people in Yavatmal region. The villagers of Nandgaon on Sunday felicitated the Good Samaritans for social commitment and compassion.
Kishore Tiwari, president of Vidarbha Jan Andolan Samiti (VJAS), said not much has changed even after a petition was filed on tribal starvation, water and malnourishment issues in the Nagpur bench of Bombay High Court in 2001 and National Human Rights Commission (NHRC). A team of NHRC paid a visit in 2006 and the government assured to arrange water, food and shelter to all the tribals. The ground reality is that nothing much has changed, Tiwari said. In such a situation, such helping hands are required to save the dying tribal communities of Vidarbha.

The bore-well at Nandgaon has been donated by Rama Kapoor, a teacher in Ludhiana, in memory of her son Monu who died of blood cancer. It was a touching moment for the villagers when they came to know that Monu was denied water by the doctor during the last moments of his life. But his mother wanted to see the people get potable water for which money was given. Grateful villagers have put up a memorial of Monu Kapoor near a temple in Kolam pod with his photographs and the last painting devoted to his sister. Residents of the nearby villagers have also started using water from this bore-well, said Suresh Bolenwar. This sure would fulfil the wishes of Monu's mother.

“then we returned ludhiyana and asked our students to about the very serious water crisis students and we formed ‘friend of vidarbha club-Ludhiyana’ and started fund collection but initially fund raising slow but with help of leading doctor and social worker Dr.Santkumar Varma  has taken our causes to society to donations are till coming to us ,initially to expected total budget for four bore well and motor pump around Rs. 2 lakhs  but as water level is almost 500 feets our estimate jumped to double  but thanks to quick response from ludhiyana we could manage to fulfill our dream now we are looking for the big project of putting multi facility health centre in this backward tribal area as health services are to poor to explain ,budget requirement is big but we are confident we will do it soon” Manish Dedhwal  informed in press meeting in Yavatmal today .

 राष्ट्रीयकृत बँकांनी पीककर्ज वाटप करताना ५0 टक्क्यांच्यावर सहकार्य करावे, असे निर्देश शासनाने दिले आहे. जिल्हाधिकार्‍यांनी पीककर्ज वाटपाचे उद्दिष्ट ३0 जूनपर्यंत पूर्ण करावे,असे आदेश दिले आहे,.मात्र राष्ट्रीयकृत बँकांनी पीककर्ज वाटपात असहकार्याची भूमिका कायम ठेवली आहे.राष्ट्रीयकृत बॅंकांनी पीककर्ज वाटप न केल्यास १ जुलैपासून गांधीगिरी आंदोलन करणार करण्यात येईल,असा इशारा विदर्भ जन आंदोलन समितीचे नेते किशोर तिवारी यांनी दिला आहे.
राष्ट्रीयकृत बँकांमध्ये अग्रगण्य असलेल्या स्टेट बँकेने पीककर्ज वाटप करताना शेतकर्‍यांच्या कर्जामधून सरसकट दीड हजार रुपये कपात केली आहे. ही कपात वकीलाचा खर्च, कागदपत्राचा खर्च व स्टेट बॅंकेच्या स्वत:च्या मालकीच्या विमा असल्याची माहिती व्यवस्थापक देत आहे. ही कपात करणे म्हणजे पीककर्जामध्ये होत असलेली अवैध सावकारी असल्याचा आरोप विदर्भ जन आंदोलन समितीने केला असून जिल्हाधिकार्‍यांनी ही लूट थांबवावी,अशी मागणी करण्यात आली आहे.
गत दोन वषार्ंपासून स्टेट बॅंक आपल्या विमाकंपनीचा आरोग्य विमा बचत गटाच्या सदस्यांना सक्तीने देत आहे. मात्र या आरोग्य विम्याचे कोणतेही लाभ बचत गटाच्या सदस्यांना होत नसल्याचे वास्तव आहे. अनेक महिला बचत गटाच्या सदस्यांनी आजारासाठी आरोग्य विम्यामधून मदत मागितल्यानंतर त्यांना मदत नाकारण्यात आल्याच्या अनेक घटना समोर आल्या आहे. पिकर्जाची रक्कम मंजूर करताना आरोग्य विमा सक्तीने देणे व जिवन विमा सुध्दा सक्तीने देणे हा गोरखधंदा राष्ट्रीयकृत बॅंका रोजरोजपणे करत आहे. या बाबत भारत सरकारने कोणतीही सक्ती केलेली नाही. जिल्हा प्रशासनाने हा गोरखधंदा बंद करावा, अशी मागणी किशोर तिवारी यांनी केली आहे. खताचे भाव तिप्पट व लागवडीचा खर्च दुप्पट झाल्यानंतर पिक कर्जाची र्मयादा तेवढीच आहे. शेतकर्‍यांना बँकांकडून आवश्यकतेपेक्षा कमी कर्ज मिळत आहे. बॅंकानी लागवडी खर्चापेक्षा अध्रे पीककर्ज देणे हा फौजदारी स्वरुपाचा गुन्हा आहे. जिल्हाधिकार्‍यांच्या अध्यक्षतेखाली असलेल्या समितीनेच ही पीककर्ज र्मयादा निश्‍चित केली आहे. यामुळे शेतकरी बॅंकातून पिककर्ज घेत असतांना तेवढीच रक्कम खाजगी सावकारांकडून दामदुप्पटीने घेत आहे. हा सर्व प्रकार सरकारने बंद करावा व पिककर्ज र्मयादा नगदी पिकासाठी वास्तविक लागवडीच्या खर्चाऐवढी करावी, अशी मागणीही विदर्भ जनआंदोलन समितीने रेटली आहे. जिल्हाधिकार्‍यांच्या आदेशानंतरही ज्या राष्ट्रीयकृत बँका पीककर्ज वाटप करत नाही . यावर जिल्हाधिकारी येत्या २५ जुनच्या बैठकीत काय कारवाई करतात याकडे विदर्भजन आंदोलन समितीचे लक्ष लागून आहे. जर राष्ट्रीयकृत बँकांनी सर्व शेतकर्‍यांना पीककर्ज वाटप केले नाही तर १ जुलैपासून बँकांसमोर गांधीगिरी आंदोलन सुरू करणार असल्याची माहिती संतोष नैताम यांनी दिली.

औष्णिक वीज प्रकल्पांना खुला विरोध करा विदर्भ जनआंदोलन समितीचे आवाहन =तरुण भारत वृत्तसेवा  
विदर्भ हा संपूर्ण जगात शेतकरयांच्या आत्महत्येची स्मशानभूमी म्हणून ओळखला जात असतानाच आता भारत सरकारने १३२ च्या वर कोळशावर आधारित विद्युत प्रकल्पांना मंजुरी दिली आहे.महाराष्ट्र सरकारसुद्धा या प्रकल्पांना शेतकरयांच्या सिचनाचे पाणी देण्यास मांडवली करीत असल्यामुळे येत्या चार वर्षांत संपूर्ण विदर्भाची वनसंपदा व नद्या प्रदूषित होऊन पर्यावरणाची नासाडी होत आहे. विदर्भाच्या जनतेने स्वत:चे व येणारया पिढीचे संरक्षण करण्यासाठी हे विद्युत प्रकल्पाचे प्रस्ताव हाणून पाडावे व यांना खुला विरोध दर्शवावा, असे आवाहन विदर्भ जनआंदोलन समितीने केले आहे. सध्या भारत सरकारच्या पर्यावरण मंत्रालयाने हिरवी झेंडी दिली किवा देण्यासाठी १३२ प्रकल्प समोर आले असून, याद्वारे विदर्भात ८६ हजार ४६० मेगावॅट विद्युत निर्माण होणार असून, याला सुमारे १ लाख एकर जमीन, तर दररोज ३६ हजार क्विक मिटर   पाणीसुद्धा लागणार आहे. या पाण्यामुळे ६ लाख हेक्टरची सिचन क्षमता कमी होणार आहे. यावरच या विद्युत प्रकल्पामध्ये १८ लाख टन कोळसा दररोज जाळण्यात येणार असून, संपूर्ण विदर्भ राखेचा ढेर बनणार हे आता निश्चित झाले आहे. यामुळे जमिनीची पत तर जाणारच, परंतु मोठ्या प्रमाणात कॅन्सरसारख्या आजाराचे घर म्हणून विदर्भाची ओळख होणार आहे.
सध्या महाराष्ट्रामध्ये आवश्यकतेपेक्षा जास्त विद्युतनिर्मिती होत असून, विदर्भ तर आपल्या आवश्यकतेपेक्षा चौपट उत्पादन करीत आहे. संपूर्ण भारताच्या विद्युत आवश्यकतेचे ओझे उठविण्यासाठी ८६ हजार मेगावॅट क्षमतेचे थर्मल पॉवर स्टेशन एकट्या विदर्भात का देण्यात येत आहे, असा सवाल सुद्धा विदर्भ जनआंदोलन समितीचे किशोर तिवारी यांनी उपस्थित केला आहे.
विदर्भाच्या जनतेला सरकारच्या अधिकृत माहितीच्या आधारे विदर्भात जे १३२ कोळसा जाळून विद्युत निर्माण करणारे केंद्र एकट्या नागपूर जिल्ह्यात २८ असून, त्यांची क्षमता १७ हजार मेगावॅट आहे. भंडारा व गोंदिया जिल्ह्यात १६ प्रकल्प येत असून, त्यांची क्षमता २२ हजार मेगावॅट आहे, तर आत्महत्याग्रस्त पश्चिम विदर्भसुद्धा मागे नसून, अमरावती व यवतमाळमध्ये १४ हजार मेगावॅट क्षमता असणारे २० प्रकल्प येत आहेत. महात्मा गांधीजीचा आश्रम असणारया सेवाग्रामच्या परिसरात वर्धा जिल्ह्यामध्ये ३२०० मेगावॅटचे ७ प्रकल्प येत आहेत, तर गडचिरोली जिल्ह्यात कोळसा व पाण्यासाठी २ हजार मेगावॅटचे ३ प्रकल्प होत आहेत. महाराष्ट्र राज्य विद्युत मंडळाचे अकोल्याचे पारस विद्युत केंद्राचे त्या सोबतच खापरखेडा, कोराडी चंद्रपूरमध्ये ३ हजार मेगावॅट विद्युत क्षमता वाढविण्याचे प्रस्ताव असून, या सर्व १३२ प्रकल्पांमध्ये बहुतेक सर्वांनी शेतकरयांच्या जमिनी बळकावल्या आहेत. सरकारनेसुद्धा ६ लाख हेक्टरसाठी राखीव असलेले सिचनाचे पाणी या प्रकल्पांना देण्याचे निश्चित केले आहे.या प्रकल्पांमधून पुन्हा मोठय़ा प्रमाणात शेतकर्‍यांच्या जमिनी बळकावल्या जाणार असून सिंचनासाठी असलेले पाणी ओढले जाणार आहे. त्यामुळे सहा लाख हेक्टर सिंचन क्षेत्र प्रभावित होण्याची शक्यता आहे.

कोळशावर आधारित १३२ नवे विद्युत प्रकल्प विदर्भात येत आहेत. त्यापैकी बहुतांश प्रकल्पांना केंद्र शासनाने मंजुरी दिली. काही मंजुरीच्या वाटेवर आहेत.विदर्भाच्या जनतेनी या १३२ विद्युत प्रकल्पचा विरोध करावा असे आवाहन   विदर्भ जनआंदोलन समितीचे प्रमुख किशोर तिवारी यांनी केले.
या प्रकल्पातून विदर्भात ८६ हजार ४६0 मेगावॅट वीज निर्मिती होणार आहे. या प्रकल्पासाठी १ लाख एकर जमीन अािण दररोज ३६ हजार क्युबिक मीटर पाणी लागणार आहे. या पाण्यामुळे सहा लाख हेक्टर सिंचन क्षमता कमी होण्याची शक्यता आहे. या प्रकल्पांमध्ये दररोज १८ लाख टन कोळसा जाळला जाणार आहे.
प्रस्तावित १३२ वीज प्रकल्पांपैकी एकट्या नागपूर जिल्ह्यात २८ प्रकल्प होत असून त्याची क्षमता १७ हजार मेगावॅट आहे. सर्वाधिक ५८प्रकल्प चंद्रपूर जिल्ह्यात येत असून त्याची क्षमता २८हजार मेगावॅट आहे. भंडारा व गोंदिया जिल्ह्यात २२ हजार मेगावॅट क्षमतेचे १६ तर अमरावती व यवतमाळ जिल्ह्यात १४ हजार मेगावॅट क्षमतेचे २0 प्रकल्प येत आहे. वर्धा जिल्ह्यात ३२00 मेगावॅटचे सात तर नक्षलग्रस्त गडचिरोली जिल्ह्यात कोळसा व पाणी मिळविण्यासाठी दोन हजार मेगावॅटचे तीन प्रकल्प येत आहे. याशिवाय महाराष्ट्र राज्य वीज निर्मिती कंपनीचे खापरखेडा, कोराडी व चंद्रपूरमध्ये तीन हजार मेगावॅटचे नवे प्रकल्प प्रस्तावित आहे. या प्रकल्पांमधून पुन्हा मोठय़ा प्रमाणात शेतकर्‍यांच्या जमिनी बळकावल्या जाणार असून सिंचनासाठी असलेले पाणी ओढले जाणार आहे. त्यामुळे सहा लाख हेक्टर सिंचन क्षेत्र प्रभावित होण्याची शक्यता आहे.

Vidarbha epicenter of India’s farmers suicide which already known as Graveyard of cotton farmers  has new threat to get converted in to environmental graveyard due 132 mega power projects  one of the power plant out of   132 power plants are proposed to come up in Vidarbha to  produce 86,407MW enough to do  environmental disaster even after very big huge nad cry by environmental activist MOEF turned blind eye toward all facts  today received major set back to today when  Supreme Court of India comprising of Hon’ble Justice H. L. Gokhale and Justice Ranjana Desai has issued notices to M/s Lanco Thermal Power Ltd., Ministry of Environment and Forest, New Delhi, District Collector Wardha, Maharashtra Pollution Control Board and others in SLP ( C ) CC No:-9053/2012 filed by four farmers namely Padmakar Deshmukh, Chandrashekhar Bhende, Laxman Manwatkar, Vijay Muley, of District Wardha challenging the Judgment of Bombay High Court and the “Environmental Clearance” granted to company, Kishore Tiwari president  informed in press release today. 

As per inputs given by petitioner’s lawyer Adv. Tushar Mandlekar, it is reported that petitioners have alleged that the “Environmental Clearance” was obtained by fraud and misrepresentation by suppressing the facts violating the EIA Notifications dated 14-09-2006 and 01-12-2009. It may be recalled that the “Public Hearing” held on 17-09-2010 was held to be illegal and vitiated by the High Court in its earlier judgment in PIL No:-78/2010. The poor farmers were ruthlessly beaten and an FIR was lodged against the company officials. All the rules regarding procedure of “Public Hearing” were openly violated and Police Officials were found to have threatened the poor villagers. The petitioners alleged that the Ministry of Environment and Forest has not cancelled the “Environmental Clearance” which is bound to be done as per the mandatory statutory requirements and in view of the guidelines laid down by the Hon’ble Supreme Court.

It is the case of the petitioners that the “Public Hearing” if found to have been vitiated then the decision to recommend the Environment Clearance has to be cancelled. The Hon’ble High Court though held that “Public Hearing” was not held in accordance with the rules and was not fair but did not cancel the “Environmental Clearance” which was granted by MOEF during the pendency of the petition in High Court. Taking advantage of the situation the company has started the construction of 660 x 2 MW Power Plant in Wardha, petitioners lawyer Adv. Tushar Mandlekar added.

Hon’ble Supreme Court has directed the company to file an affidavit stating the clear measures taken to protect the Environment, and the current status of the project. The Hon’ble Court has also said that fresh Public Hearing will be conducted as per the schedule on 20-06-2012 subject to outcome of the SLP.It is also reported In view of the serious propositions of significant dimensions, involved in the present matter Hon’ble Supreme Court was pleased to issue Dasti Notice to MOEF and other government authorities, petitioners lawyer Adv. Tushar Mandlekar informed.

There is very strong protest from farmers over the issue of acquiring land, permission for water and coal blocks and MOEF has been giving environment clearance where as local administration has been arranging stage managed public hearing for the same and
District-wise break-up of 132 plants include 28 in Nagpur (17,070MW), 58 in Chandrapur (28,114MW), 16 in Bhandara and Gondia (22,035MW), 19 in Amravati and Yavatmal (13,845MW), 6 in Wardha (2,843MW), 3 in Gadchiroli (2,000MW) and 2 (expansion of Paras plant) in Akola (500MW).

Top leaders of all parties are involved as main promoters of these power pants and politicians are misleading the people by saying that the large number employment will be created but they are keeping salient over the fact that proposed 132 plants will need around 1 lakh acre farm land and 3,600 mm3 water. With that much amount of water, over 5.5 lakh hectare land can be irrigated. The proposed power plants will burn 18 lakh tons of  coal per day turning "Vidarbha into an ash dump" ,will degrade the land further adding more fuel to agrarian crisis already killed more than 10,000 cotton farmers, Tiwari added.

एकीकडे सरकार शेतकर्‍यांना खत दारापर्यंत देण्याच्या व कोरडवाहू शेतकर्‍यांनी जास्त कापूस व ऊसाचे पीक घ्यावे, यासाठी प्रोत्साहीत करीत आहे. तर मागील वर्षीपेक्षा फक्त २५ टक्के बीटी. बियाण्यांची विक्री झाल्यामुळे सतत नापिकी व दुष्काळामुळे कर्जबाजारी शेतकर्‍याला बँकांनी पीककर्ज नाकारल्यामुळे पेरणीसंबंधी कारवाई थंडबस्त्यात पडली आहे.राष्ट्रवादी काँग्रेस व काँग्रेसच्या नेत्यांनी नागपूर, वर्धा व बुलढाणा या जिल्हा मध्यवर्ती बँकांची दिवाळखोरी केल्यानंतर या जिल्ह्यात जिल्हा मध्यवर्ती बँक व सोसायटीमार्फत होणारे पीककर्ज जवळ जवळ थांबले आहे. तर सर्वच राष्ट्रीयकृत बँकांनी शेतकर्‍यांना पीककर्ज न देण्याचे धोरण स्वीकारल्यमुळे लाखो पात्र शेतकरी पीक कर्जापासून वंचित आहेत. नाबार्डने निर्धारित केलेल्या शेतकर्‍यांना पीककर्ज वाटप करण्याचे आदेश दिल्यानंतरही अनेक तांत्रिक मुद्दे समोर करून बँक व्यवस्थापक शेतकर्‍यांना लाच मागत असल्याचा आरोप विदर्भ जनआंदोलन समितीचे नेते किशोर तिवारी यांनी केला आहे.
सहकारी बॅंकांच्या दिवाळखोरीमुळे सरकारने नाबार्डचा कृषी पतपुरवठा राष्ट्रीयकृत बँकांमार्फत करावा व मध्यवर्ती सहकारी बँकांना जोडलेल्या सोसायट्यांना राष्ट्रीयकृत बँकांना जोडावा, अशी मागणी विदर्भ जनआंदोलन समितीने केली आहे.एकीकडे सरकार शून्य व्याज दरावर पीकर्ज वाटप करत असल्याचा दावा करत आहे तर बँका मात्र शेतकर्‍यांना पीक कर्ज देण्यास नकार देत आहे. अशा परिस्थितीत जिल्ह्यात धर्मदाय आयुक्ताजवळ समाजकार्यासाठी नोंदणी केलेल्या शेकडो स्वयंसेवी संस्था व आंध्रमधील खाजगी सावकार महिला बचत गट व गट तयार करून १८ ते ३0 टक्यांपर्यंत व्याज घेऊन पीक कर्ज वाटप करत आहे. विदर्भातील महिला बचत गटांना ३0 टक्के वार्षिक व्याज दराने पीक कर्ज वाटप करण्याची परवानगी सरकारने स्वयंसेवी संस्थांना कशी दिली व धर्मदाय आयुक्तांनी सावकारी करणार्‍या स्वयंसेवी संस्थाविरुद्ध काय कारवाई केली, असा सवाल विदर्भ जनआंदोलन समितीचे सचिव मोहन जाधव यांनी केला आहे. 
एकीकडे सरकारी पतपुरवठा सरकार पीकर्जासाठी देत नाही तर दुसरीकडे राजकीय नेते आपल्या स्वयंसेवी संस्थामार्फत सवाई व दिडीच्या दराने शेतकर्‍यांना पीक कर्ज देतात हा सर्व प्रकार शेतकर्‍यांची लूट असून नापिकीग्रस्त सर्व शेतकर्‍यांचे पीक कर्ज वाटप जर सरकारी बँकांनी १५ जूनपर्यंत केले नाही तर शेतकर्‍यांचे बँकांसमोर 'डफडे वाजवा' आंदोलन सुरू करण्याची घोषणा विदर्भ जनआंदोलन समितीचे नेते किशोर तिवारी यांनी केली आहे.

NAGPUR: Even as the city gears up to celebrate World Environment Day on Tuesday, here is a stark reality! Nearly 132 power plants are proposed to come up in Vidarbha. This does not include eight plants where work is already in progress and another three which are at the commissioning stage. If the proposals are accepted, together the proposed plants would produce 86,407MW and turn the region into an environmental graveyard.

Ironically, Vidarbha has always been power surplus region and by 2014 Maharashtra too is expected to become a power surplus state. It is clear that the new power plants won't cater to the state but only other parts of the country. Production is already on in six plants in Vidarbha.

In 2010-11, the number of proposed power plants was 85. However, the list has touched 132 now. Several are in process of acquiring land, permission for water and coal blocks, and have applied for letter of assurance (LoA).

District-wise break-up of 132 plants include 28 in Nagpur (17,070MW), 58 in Chandrapur (28,114MW), 16 in Bhandara and Gondia (22,035MW), 19 in Amravati and Yavatmal (13,845MW), 6 in Wardha (2,843MW), 3 in Gadchiroli (2,000MW) and 2 (expansion of Paras plant) in Akola (500MW).

Vivekanand Mathne, convener of Kisan Swaraj Andolan, a body spearheading agitation against flooding of power plants in Vidarbha, said the list has been prepared on the basis of information sought from water resources department, coal and environment ministry and state industries department.

"Vidarbha already has enough power units to meet electricity requirement of the people. It seems the government is virtually dumping power plants here at the cost of Vidarbha to benefit other parts of Maharashtra," said Sudhir Paliwal, power sector expert.

Mathne says politicians are misleading the people by saying that the large number of proposed power projects coming up in Vidarbha is not true. "The figures have been obtained from official records. Leaders will not say anything because they themselves are the beneficiaries," he alleged.

The 132 plants will need around 1 lakh acre farm land and 3,600 mm3 water. With that much amount of water, over 5.5 lakh hectare land can be irrigated. The proposed power plants will burn 18 lakh tonne coal per day turning "Vidarbha into an ash dump".

It will also lead to rise in temperatures by 3 to 4 degrees. Temperature in several cities in the region has already touched 48 degrees in peak summer.

According to power officials, Maharashtra (excluding Mumbai) requires 16,500MW to fulfil its requirement. The power availability is between 14,500MW and 15,000MW. Thus, to completely avoid load shedding, the state needs between 1,500MW and 2,000MW. The MSEDCL officials have gone on record to say that they can easily arrange for this additional power but due to high losses in certain areas load shedding is being enforced there.

It also implies that the state is virtually load-shedding free. The units that are slated to start generation in the coming months should completely take care of the state's needs. The units are: Bhusawal - 1,000MW, Chandrapur - 1,000MW, Koradi - 1,980MW, Paras - 1500MW, Mouda - 150MW (state share), Tiroda - 1,320MW. In addition, power plants at Nandgaonpeth (Amravati), Butibori, Warora and Mihan will cater to some industries in the state, which will reduce MSEDCL's demand.

"For 20 years the state government did nothing to increase power generation. Now, it is struggling to meet power demand at the cost of Vidarbha. Despite losing natural resources for power units and coal blocks, people are not getting power," said Bandu Dhotre, president of environment protection NGO Eco-Pro, Chandrapur.

The crop failure and delayed relief aid being adjusted in pending crop loan without restructuring  crop loan as per NABARD directives, credit and relief aid starved four more vidarbha distressed farmers killed themselves  in last 72 hours as per reports  available here ,the recent innocent  farmers who become the victims of vidarbha agrarian crisis are identified as
1.Ramesh Sahare of village Athali in Bhandara 
2.Bharat Barai of village kinahla in Wardha
3.Pundlik Rathode of village Rohana devi  in Yavatmal
4.Dhyaneshwar  Akhare of village Hiwarkhed in Amarvati

“In December 2011 Maharashtra chief minister Prithviraj Chavan announced Rs.2000 crore as relief aid to dying distressed farmers after complete crop cotton ,paddy and soya crop failed due to dry spell and drought in complete vidarbha and marathwada region which is mostly dry land region  but failed to arrange fund till 15th may 2012 but now as amount relief aid  is being credited in to drought hit farmers it is being adjusted in it’s earlier crop loan forcibly even after repeated instruction administration not to do such adjustments .when Govt. has officially  admitted crop failure  and given relief to compensate losses as per NABRAD standing directives all pending short and medium term loan needs reconstructed which has not been done in vidarbha where as in western Maharashtra CM and union agriculture minister too special interest in reconstruction and fresh enhanced crop loan  hence we demand the same for dying farmers of vidarbha”
Tiwari added.
Vidarbha dry land farmers who are subjected for rain sensitive cash crop like cotton and sugarcane needs long term solution after the  recent admission of Mr Sharad Pawar, Union agriculture minister, himself a great proponent of Bt.cotton seed and responsible for it’s permission and promotion in 2005  , in Parliament on Dec-ember 19, 2011: “Vidarbha produces about 1.2 quintals [cotton lint] per hectare on an average.” This is less than 20% of what conventional non-Bt farmers used to get in the late 1990s and early 2000. Vidarbha farmers are losing about Rs 2,000 crore per year, leading to increasing suicides by cotton farmers has exposed truth of success story and dream of second green revolution landing mass genocide of innocent cotton farmers of rain fed area of Maharashtra hence most vocal vidarbha cotton farmer’s advocacy group Vidarbha Jandolan Samiti (VJASa) will start door to door campaign urging all dry land farmers to say ‘Goodbuy’ to Bt.cotton cultivation as it is not sustainable and suitable for dry land farmers  , Kishor Tiwari of vidarbha advocacy group Vidarbha Janandolan Samiti (VJAS.) informed today.

“Vidarbha is agrarian crisis is directly linked with as all farmer suicide prone district mono crop  which is predominantly cultivated is Bt.cotton since 2005 and now it is proven fact that it’s classic example  of promoting wrong technology  to wrong class agrarian community as rain sensitive crop has proven killer seed in west vidarbha as 95% farmers opted this technology are dry land farmers hence we have decided to the message of union agriculture   Mr Sharad Pawar that to save vidarbha cotton farmers’ they should say Good buy to Bt.cotton moreover  advisory of ICAR to agriculture ministry after reviewing performance of Bt.cotton through out world Govt. ahs been advised to withdrew but business  interest  of union agriculture   Mr Sharad Pawar delay henc this door to door awareness campaign” Tiwari added.

Activist will urge vidarbha cotton farmers look at the facts that  the told  claims Bt.cotton cultivation are baseless and misleading . In 2004-5 when only 5% of cotton area in India had Bt, the yield was 470 kg per hectar. In 2011-12, when 90% of Indian cotton farms are growing Bt, the estimates are 480kgs per hectar wjere as in Maharashtra the yiels is  measly increase of 4 kg per acre! In Vidarbha, Maharashtra 96% of all cotton is Bt.cotton and the claims that were made to you with expensive Bt cotton seed when it was introduced - that it will reduce pesticide usage, increase yields, reduce cost of cultivation and improve your profits? Ten years later, you know that this did not materialise. Now it is very clear that these are only false hype and failed promises. Government's own research and data show that Bt cotton is unsuitable for unirrigated conditions and shallow soils. In Maharashtra, pesticide use has been steadily increasing despite large scale adoption of Bt cotton and expansion of cotton (from 3198 metric tonnes of technical grade material in 2005-06 to 4639 MT). Further, while the annual average number of farm suicides in the state was 2833 between 1997-2002 (before the entry of Bt cotton), which shot up to 4067, between 2003-08, in the years that Bt cotton expanded rapidly in the state. Meanwhile, nearly 93% of India's cotton seed market is controlled by just one American MNC, today. Crores of rupees have been pocketed by seed companies, even as the pesticides industry is posting good growth, year after year. Original problem was pests. Then, over the years, the problem became pesticides, when they hyped up pesticides as the only solution to your pest problems in cultivation. With Bt cotton, they said that the pesticides problem would be solved. However, today, farmers are dependent on external exploiters for seed, pesticides and fertilisers, with the returns not matching the costs or claims hence it is time we are urging cotton farmers to save ourselves , Tiwari said

“We are appealing dry land farmers who are innocent victims better Bt.cotton seed to look at  neighboring Andhra Pradesh, who farmers have adopted NPM practices in nearly 3.5 lakh acres, across different crops. Debts and migration are coming down in villages with NPM. Savings on spending otherwise going to line companies' pockets is running into crores of rupees. Yields are not falling. Net returns of farmers are increasing. Come, even as we fight the government for all its anti-farmer policies, let us also do what we can at our own level. Let us stop the exploiters from looting us. Let us adopt ecological practices like NPM in our agriculture, and benefit to some extent” Tiwari added.

गणेश वासनिक।दि. १ (अमरावती)वनमंत्रालयातून नुकत्याच झालेल्या वनपरिक्षेत्र अधिकार्‍यांच्या बदल्यांमध्ये मोठय़ा प्रमाणात 'अर्थ'पूर्ण व्यवहार झाला आहे.ही बाब वन विभागाचे प्रधान सचिव डॉ. प्रविणसिंह परदेशी यांच्या लक्षात येताच त्यांनी काही अधिकार्‍यांना साईड ब्रॅन्चमध्ये वळती केले. मात्र मलिदा रेंजकरिता लाखोची बोली करून काही वनपरिक्षेत्र अधिकारी बदली करण्यात यशस्वी झाले आहेत.
महसूल विभागातील तहसीलदार आणि पोलीस विभागातील ठाणेदारांच्या बदल्यांसाठी 'डिलिंग' होत असल्याचे ऐकीवात आहे. पण काही वर्षांपासून वन विभागातील अधिकार्‍यांनी पैशाच्या जोरावर मोक्याच्या जागा काबीज करण्यासाठी महसूल व पोलीस विभागालाही मागे टाकल्याचे चित्र आहे.बदल्यांचा मोसम सुरू झाला की, वनपरिक्षेत्र अधिकार्‍यांचे मलिदा देणार्‍या रेंज मिळविण्यासाठी मंत्रालयाच्या पायर्‍या चढण्याला सुरुवात होते.यावर्षीसुद्धा मोक्याच्या व 'अर्थ'पूर्णजागांसाठी वनपरिक्षेत्र अधिकार्‍यांमध्ये कमालीची चुरस निर्माण झाली होती. एकमेकांवर कुरघोडी करीत हव्या त्या जागेसाठी लाखोंची बोली लावण्यात आली आहे.वनपरिक्षेत्र अधिकार्‍यांच्या बदल्या थेट वनमंत्रालयातून करण्यात आल्या.प्रसिद्ध झालेल्या पहिल्या यादीत अनेकांनी लाखो रुपयांच्या पाठबळाच्या आधारे व राजकीय लागेबांधे लावून आपल्या मनासारख्या रेंज मिळविल्याचे दिसून येते.
अमरावती वनपरिक्षेत्रातील यवतमाळ, अमरावती प्रादेशिक वनविभाग, बुलडाणा, अकोला वनविभागातील महत्त्वाच्या रेंज काबीज करण्यासाठी दिग्गज वनपरिक्षेत्र अधिकार्‍यांनी साम, दाम, दंड, भेदचा वापर केल्याचे बोलले जाते. मंत्रालयातील बाबू व स्थानिक राजकीय नेत्यांना हाताशी धरून बदल्यांमध्ये 'अर्थ' पूर्ण व्यवहार झाल्याची माहिती आहे.दुसरीकडे प्रादेशिक वन विभागातील रेंज वगळता व्याघ्र प्रकल्प व सामाजिक वनीकरण विभागात जाण्यास कुठल्याही वनपरिक्षेत्र अधिकार्‍याला रस नाही.हे चित्र वनविभागाचे आहे.
मंत्रालयात तयार झालेल्या बदली यादीमध्ये बरेच काही दडले आहे, याची कुणकुण वन विभागाचे प्रधान सचिव डॉ.प्रविणसिंह परदेशी यांना लागताच त्यांनी वनपरिक्षेत्र अधिकार्‍यांच्या नियुक्तीचे स्थळ बदलवून जबर धक्का दिला.या प्रकाराने वनपरिक्षेत्र अधिकारी चक्रावून गेले आणि लाखोंची बोली फिस्कटली, अशी चर्चा हल्ली वनविभागात जोरात सुरू आहे.
अमरावती जिल्ह्यातील एका वनपरिक्षेत्र अधिकार्‍यानी खामगाव रेंजसाठी मंत्रालयात १0लाख रुपये जमा केले.मात्र डॉ.परदेशी यांच्या हस्तक्षेपामुळे त्या अधिकार्‍याला वन विभागाऐवजी सामाजिक वनीकरण विभाग देण्यात आला. अकोला जिल्ह्यातील वनपरिक्षेत्र अधिकार्‍याने 'अर्थ' पूर्ण व्यवहारासोबतच यवतमाळच्या एका राज्यस्तरावरील नेत्यांचा बदलीसाठी दबाव आणला असता प्रधान सचिवांनी त्या अधिकार्‍याला वरूड येथे नियुक्ती दिली. चांदूर (रेल्वे) रोहयोचे घुमारे व चिखलदरा येथील जवंजाळ यांची सहा महिन्याच्या आतमध्येच बदली झाली आहे.मोक्याच्या रेंज मिळविण्यासाठी वनपरिक्षेत्र अधिकारी का म्हणून जीवाचे रान करतात, हा विषय संशोधनाचा ठरू लागला आहे.
